About The Position

The Recreation Supervisor is responsible for the operations, rental programs, and services at the Mercer Island Community and Event Center and for division-wide customer service functions for all City recreation facilities. Work involves coordinating direct customer interaction, emergency preparedness, facility maintenance, and operational logistics. Responsible for maximizing community access, facility rentals, and related revenue and fostering high customer service satisfaction levels among MICEC visitors and program participants. Position typically supervises employees and schedules day-to-day work activities to provide optimum efficiency and productivity. Position requires the ability to apply a wide application of principles, theories, and concepts to the assigned function or business area.

Requirements

  • Bachelor’s degree in recreation or hospitality management, public or business administration, or related field; supplemented by four (4) years directly related experience, including at least two (2) years in a supervisory role; or an equivalent combination of education, certification, training, and/or experience.
  • Valid WA State Driver’s License with a driving record free from frequent or serious violations. A three (3) year driving record abstract must be submitted prior to hire
  • Completion of NIMS ICS-100, 200, 700 within first six months of employment and completion of NIMS ICS-300 and 800 within the first 18 months of employment
  • CPR and First Aid certification within first year of employment
  • Working knowledge of program and event development and delivery, and related administrative and operational activities
  • Working knowledge of assessing and managing maintenance and equipment needs and procurement
  • Working knowledge of contract development, negotiation, and administration
  • Working knowledge of strategic and tactical planning and policy development and administration
  • Knowledge of municipal organizational structure, operations, and public services
  • Knowledge of principles, practices, methodologies, and techniques utilized to effectively manage and motivate a diverse workforce
  • Skill in the use of Microsoft Office products (Word, Outlook, and Excel) and applicable department / organization-specific software, and ability to learn and become proficient in the use of other specialized software as may be required
  • Skill in adapting to a changing work environment, competing demands, and ability to deal with frequent change, delays, or unexpected events
  • Skill in developing, managing, and interpreting budgets, contracts, and fiscal and financial reports
  • Skill in conducting research and/or analyzing data to recommend changes based on the evaluation of data, statistics, surveys, and other sources of information

Responsibilities

  • Manages, coordinates, provides guidance to, and reviews the work of individual contributors and supervisory employees to accomplish operational plans and results
  • Assures the day-to-day and long-term management, promotion, and evaluation of facility operations, customer service functions, and rental programs and services at the Mercer Island Community and Event Center and all the City’s recreation facilities
  • Develops and recommends the operating budget (for assigned area/s), and administers the approved budget per all City policies, procedures, and guidelines; oversees fee structures assigned to programs, services, and events
  • Develops, recommends, implements, and administers policies and procedures impacting both internal operations and the public’s use of rental programs and services
  • Develops and partners with internal and external resources to produce marketing and communication materials to enhance the public’s awareness and participation in rental programs and services at the Mercer Island Community and Event Center and all the City’s recreation facilities
  • Administers contracts for vendors and contractors; oversees the negotiation, approval, and implementation of contracts and ensures adherence to contractual requirements prior to the delivery of services; participates in the development of interlocal and other agreements
  • Oversees the facilitation and logistics of programs, services, and events, including but not limited to scheduling, collecting payments, approving contracts, and preparing, monitoring, and breaking down spaces and equipment
  • Collaborates and coordinates with Parks Maintenance, Citywide facility maintenance, and MICEC staff on custodial service, renovation, repair, site preparation, and other facility needs, including the development and implementation of long-term capital plans and activities.
  • Foster welcoming, clean, accessible, and safe environments at City recreation facilities.
  • Participates in the development and administration of the departmental budget; approves the forecast of funds needed for staffing, equipment, materials, and supplies; approves expenditures and implements budgetary adjustments as appropriate and necessary
  • Participates in short- and long-term operational and strategic planning; conducts performance measurements to analyze data and benchmarks, and reports on the metrics of the assigned section
  • Identifies and evaluates trends, ideas, and investments to improve facility management and rental/reservation program goals and efficiencies
  • Cultivates positive customer relations; resolves complaints and issues; builds loyalty to and awareness of programs and services.
  • Collaborates and coordinates with various city-wide divisions for site preparation, permit approvals, and other program and service needs, including the development and implementation of long-term capital plans and activities
  • Prepares presentations, reports, and assigned materials related to area of assignment; presents to City leadership, commissions, boards, City Council, and other outside groups as requested
  • May perform board or commission liaison duties.
  • Attends and participates in professional group meetings; stays abreast of new trends and best practices
  • Responds to inquiries, questions, and comments from the general public per established standards and protocols
  • Maintains strict confidentiality of restricted information
  • Ensures adherence to all established City policies, procedures, and protocols
  • Attends evening and/or weekend meetings and events based on organizational responsibilities and/or requirements
  • When required by management, responds to Emergency Operations Center to support the City’s response during an emergency
  • Reviews and evaluates work methods and procedures and meets with management staff to identify and resolve problems
  • Prepares and assigns work activities and monitors workload; identifies opportunities for improvement and implements changes
  • Selects, trains, motivates, and evaluates personnel; provides or coordinates staff training; promotes an environment of staff growth and development and works with employees to correct deficiencies; makes recommendations regarding discipline and termination per established policies and procedures
