About The Position

Howard County Government is seeking outstanding individuals to join their team and contribute to excellence in County operations. This role assists the Center Manager and Assistant Center Manager with the overall operation, administration, and supervision of the Roger Carter Community Center, with primary responsibility for aquatics operations, programming, facility maintenance, and staff supervision. The position ensures the safe, efficient, and compliant operation of the aquatic facility by overseeing pool maintenance, water quality, chemical management, emergency preparedness, and regulatory compliance. The Coordinator supervises full-time and contingent staff, coordinates programs and facility use, and promotes exceptional customer service while supporting the Department's mission to provide safe, high-quality recreation opportunities for the community. This is a professional-level recreation services position that may include supervision, performed under general supervision from an administrative or technical superior. Work includes overseeing the safe and efficient operation of activities at various recreational facilities, or overseeing the operation of programs in specific functional areas. It also involves analyzing marketing data for program promotion and customer service, supervising contingent staff and volunteers, overseeing the approved budget, and preparing information for seasonal and fiscal reports. This is a Classified position within the Howard County Classified Service upon completion of a probationary period.

Requirements

  • Bachelor degree and one (1) year of experience or an equivalent combination of education and experience.
  • Certified Pool Operator (CPO) or Aquatics Facility Operator (AFO) Certification, or the ability to obtain within one (1) month of hire.
  • American Red Cross Standard First Aid and CPR/AED for Professional Rescuer Instructor, or ability to obtain within six (6) months of hire.
  • Current American Red Cross First Aid and CPR/AED for Professional Rescuer certification, or the ability to obtain within six (6) months of hire.
  • Possession of a valid driver's license.
  • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or government regulations.
  • Ability to write reports, business correspondence, and procedure manuals.
  • Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
  • Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume.
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
  • Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
  • Must possess the physical ability to perform and demonstrate aquatic rescue techniques; respond quickly and effectively to aquatic and facility emergencies; safely lift, carry, push, and pull equipment and supplies; bend, stoop, kneel, climb, and stand for extended periods; and work in and around swimming pools in wet, humid, and high-temperature environments.
  • Must be able to maintain the physical fitness necessary to perform lifesaving duties consistent with First Aid, CPR/AED for Professional Rescuer, and aquatic rescue standards.
  • Must be legally authorized to work in the United States under the Immigration Reform and Control Act of 1986.

Nice To Haves

  • Five (5) years of a relevant combination of education and experience in aquatics programs and facility operations.
  • American Red Cross Water Safety Instructor Water Safety Instructor.
  • Proficient in recent Windows, Excel, Word, and PowerPoint.
  • Possesses the following certifications: American Red Cross Standard First Aid and CPR/AED for Professional Rescuer, American Red Cross Standard First Aid and CPR/AED for Professional Rescuer Instructor, Certified Pool Operator (CPO) or Aquatics Facility Operator (AFO) Certification.
  • Howard County Pool Operator with thorough knowledge and application in the areas of pool sanitation, water chemistry and filtration.
  • Lifeguard and management experience preferred.

Responsibilities

  • Supervises assigned full-time and contingent staff, including recruitment, selection, evaluation, planning, scheduling, and assignment of work.
  • Facilitates cooperation among Department staff and with the local community, and works cooperatively with co-workers and supervisors.
  • Oversees the management and operation of a regional, multifunctional community center with an aquatics focus.
  • Coordinates aquatics scheduling with Program staff and other user groups.
  • Coordinates with Department staff, contractors, and Facilities for scheduled and unscheduled maintenance.
  • Oversees daily pool maintenance and reports repair issues.
  • Maintains thorough knowledge and active awareness of aquatics programs, trends, and community needs.
  • Develops marketing strategies for aquatics programs.
  • Maintains and administers pool sanitation through pump room procedures, including chemical readings, balancing, and filtration to meet health codes.
  • Works to ensure the safety and security of patrons and staff.
  • Coordinates and submits information for seasonal brochures, website, and program/event flyers.
  • Facilitates ongoing cooperation and coordination with staff and community through center events and programs.
  • Implements emergency action plans for the Center.
  • Completes, reviews, and submits Incident, Injury, Accident, and related reports.
  • Ensures staff compliance with Department and County administrative policies.
  • Serves in an essential role assisting with emergency operations management during weather or emergency situations.
  • Identifies and applies sustainability best practices in all operational areas.
  • Performs administrative tasks as assigned.
  • Performs other related duties as assigned.
  • Directly supervises 30+ contingent employees.
  • Assists with managing 5+ service provider contracts on an annual basis.
  • Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws, including interviewing, hiring, training, addressing complaints, and resolving problems.
