About The Position

This is a specialist job requiring working knowledge of a specific program. Incumbents are responsible for a specific program within the employing department or office. The incumbent also develops and maintains cooperative relationships with State, local, and private agencies. Incumbents may supervise subordinate staff.

Requirements

  • One or more years of experience with electronic health records management
  • One or more years of supervisory experience
  • One or more years of experience in project management
  • A Registered Health Information Administrator or a Registered Health Information Technician shall oversee the client record department through employment or consultation. If retained by consultation, onsite visits shall be at least semi-annually and documented through written reports to the administrator.

Responsibilities

  • Managing Health Insurance Portability and Accountability Act (HIPAA) with the ability to discern state and federal regulations governing access and management of information
  • Act as USDC GRAMA Officer and the requirements therein when fulfilling records requests and use the provisions of GRAMA
  • Taking responsibility for the release of information, requests for records and discerning authorization
  • Using practical experience with records management and systematic control of records, including processes for capturing and maintaining evidence of and information about business activities and transactions
  • Supervising a team while having a grasp of the work the team's doing, as well as an understanding of the tasks and activities of a manager
  • Develops, directs, and/or evaluates programs
  • Interprets, clarifies, explains and applies agency policy and procedures, business practices, federal or state laws and regulations, etc.
  • Analyzes, summarizes and/or reviews data; reports findings, interprets results and/or makes recommendations
  • Develops or modifies rules, policies, or standards, etc.
  • Provides consultation, makes recommendations, gives appropriate advice, and/or facilitates decisions related to public information
  • Monitors and evaluates operations, programs, processes and/or practices for quality and effectiveness; makes recommendations for improvement
  • Develops and implements procedures in response to agency policy, state and federal laws, etc.
  • Provides technical assistance on agency issues, services, program(s), and/or computer hardware and software, etc.
  • Facilitates the use of research data to improve existing programs and utilization of resources
  • Leading and/or participating in work group or committees for implementation of policy, procedures and practices
  • Providing consultation and recommendations in compliance requirements for the entity’s business practice, records management, and governing of information
  • Creating trainings and timely reminders for best business practices concerning compliance
  • Performing audits of appropriate access of information and ensuring completeness and accuracy of records
  • Using good judgment in consulting in a real time manner regarding privacy rules
  • Making good use of time management and staying apprised of applicable changes in health information management to make ongoing decisions for best practices
  • Complete all required training as directed by the OU director or the DHHS GRAMA coordinator.
  • Obtain and retain required certification under the Division of Archives and Records Service (DARS) program, in accordance with Section 63A-12-110.
  • Serve as the custodian of records for all purposes within the OU for all records requests, including court-ordered subpoenas and disclosure for discovery that are not written requests under Section 63G-2-204 (see 63G-2-207).
  • Comply with Utah Code 63G-2-601(1) and 63A-12-115.
