About The Position

The Wyoming Highway Patrol is seeking a Records & Management Data Specialist I to join their evidence team. This role is responsible for the secure intake, documentation, and storage of property and evidence, including firearms, electronics, and digital media, while adhering to statutes and internal policies. Requirements

  • Knowledge of physical and computer security measures and issues as they relate to property and evidence storage.
  • Knowledge of Intra-government practices as they relate to the integrity of the appropriate management of property, evidence and related documentation.
  • Knowledge of property and evidence management, audits, and inventories to track items in the custody of the Wyoming Highway Patrol.
  • Skill to develop, prepare, and maintain court petitions, exhibits, and disposition orders for attorney review.
  • Skill in customer service.
  • Ability to establish working relationships with a variety of agencies, programs, and staff.
  • Ability to understand and work within organizational structures and adhere to federal and state laws, policies, procedures, and guidelines.

  • Bachelor's Degree (typically in Records or Data Management)
  • 0-1 year of progressive work experience (typically in Records and Data Management) with acquired knowledge at the level of a Records & Data Management Clerk OR 3-4 years of progressive work experience (typically in Records and Data Management) with acquired knowledge at the level of a Records & Data Management Clerk
  • Must be 21 or older due to tobacco and alcohol handling.
  • Obtain CJIS certification.
  • Be a US citizen with English as the primary language.
  • IAPE certified within 1 year from the date of hire.
  • Applicants must have a valid driver's license and not have driving privilege suspensions within three (3) years of the test date.
  • Applicants will be subject to a background investigation, including a credit check and psychological, polygraph, and drug testing.
  • Applicants must pass an FBI fingerprint check and must not have any felony convictions or indictments.
  • Applicants must not have used marijuana within one (1) year.
  • Applicants must not have used any other controlled substance within three (3) years.

Responsibilities

  • Travel to temporary storage locations to collect evidence and property.
  • Inspect items for accurate packaging and entry into the computer database.
  • Place refused items into temporary storage for Trooper correction.
  • Utilize federal, state, and local databases to ensure legal ownership and/or possession of stolen property.
  • Intake, download, upload, and storage of digital evidence to various drives for storage and/or use by records section for discovery.
  • Keep storage rooms, Connex boxes, and impound lots organized and adequate for the storage of evidence.
  • Work with various trades (locksmith, HVAC, IT, construction) for improvements or upgrades, and assemble shelving and locker units.
  • Process requests from Troopers and/or attorneys to have evidence tested by a certified laboratory.
  • Ensure completion of analysis by specified trial dates and monitor/update for additional test requirements.
  • Download lab reports and disseminate to the appropriate personnel.
  • Ensure all applicable documents, including lab results, are linked to the case file in the evidence system.
  • Relay items of evidence for lab submission, coordinate for pickup and return and/or storage of completed lab submission items.
  • Order supply of blood/urine kits from State Crime Lab.
  • Log in new blood kits, annotating and monitoring expiration dates, supplying kits per request to other ES.
  • Ensure the timely disposition of evidence and property under the supervision of the Evidence Supervisor, which may include working with the public, other law enforcement agencies, attorneys, circuit and district courts.
  • Work with the Trooper, attorneys, the Attorney General, and district courts to obtain approval of the disposition of evidence.
  • Create, submit, track, and store all approval forms, petitions, and destruction certifications.
  • Operate the incinerator on a continuous basis, including verification of approved petitions, inventory of items for destruction, scheduling destruction, coordinating for a witness, and ensuring all documents are signed upon completion.
  • Operate the incinerator, including pre-cleaning, setup, proper loading, monitoring, shutdown, and maintenance.
  • Return property to owner (RTO) by verifying ownership and attaching documentation to the disposal.
  • Provide support to Troopers in resolving issues regarding evidence entry, packaging, and software/peripheral issues.
  • Assist Troopers with evidence collection and scene processing as needed.
  • Attend special deployments as directed to assist with evidence collection, packaging, and transport.
  • Be available during annual K9 deployments and conduct quarterly K9 kit weights and annual inventories.
  • Relay supplies to WYDOT, patrol, and POE offices.
  • Ensure data accuracy in the evidence database and provide statistical data when requested.
  • Ensure data accuracy during testing of evidence database updates.
  • Submit weekly National Incident Based Reporting System (NIBRS) statistical evidence entries.
  • Participate in bi-annual audits for each evidence storage location and annual external audit.
  • Complete annual inventory of evidence in respective areas.
  • Ensure any inventory discrepancies or audit findings are corrected before the next audit.
  • Attend annual training to stay current on trends, policies, and standards.
  • Become International Association of Property and Evidence (IAPE) certified within the first year of employment with continued renewal of membership annually.
  • May assist District Captains with duties approved by the Evidence Supervisor.
  • Work with and schedule appointments with mechanics for evidence vehicle maintenance and cleanliness.
  • Cover front desk personnel, answering phone calls and questions from the public.
