About The Position

SPAARK Inc. is seeking a full-time Program Manager (PM) to serve as the primary administrative and operational lead for all services performed under this DOT Reasonable Accommodation (RA) contract. The PM will act as the authorized liaison between the Contractor and the Government and provides oversight of contractor personnel, daily operations, workload management, and performance reporting. The PM is responsible for ensuring all services are performed in accordance with contract requirements and Government expectations. The PM may also perform Reasonable Accommodation (RA) Support Analyst duties, as needed, once all management, reporting, and operational responsibilities are met. This position requires strong leadership, communication, and contract administration skills.

Requirements

  • Bachelor's degree in business administration, Human Resources, Management, or related field. Equivalent combination of education and experience may be considered.
  • 5+ years of experience in program management, operations management, leadership, or related support services.
  • Experience supporting federal government contracts preferred.
  • Demonstrated experience supervising personnel and coordinating administrative or operational workflows.
  • Experience managing multiple priorities, schedules, assignments, and reporting requirements in a fast-paced environment.
  • Strong written and verbal communication skills.
  • Strong organizational, analytical, and problem-solving skills.
  • Ability to maintain confidentiality and professionalism while handling sensitive information.

Nice To Haves

  • Experience as an attorney or 3+ years' experience in human resources, labor relations, or a related field with experience in reasonable accommodations processing and/or disability management.
  • Technical expertise in applying relevant laws, regulations, and best practices related to reasonable accommodations processing and/or disability management.
  • Strong knowledge of assistive technology applications or devices.
  • Technical expertise in providing professional medical documentation review and analysis for decision-making on reasonable accommodation requests.
  • Proficiency in providing administrative support as directed, including data collection, basic research, report preparation and analysis, and drafting and disseminating routine correspondence and other written materials.

Responsibilities

  • Serve as the primary administrative and technical lead for all services performed under the contract.
  • Act as the authorized liaison between the Contractor's corporate office and the Government.
  • Serve as the Team Lead for all contractor personnel assigned under the contract.
  • Receive, confirm, assign, and track all assignments and cases, including acknowledgment of assignments within one business day.
  • Manage daily schedules and workload distribution for contractor personnel to ensure continuity of services and effecient resource utilization.
  • Monitor contractor personnel performance and communicate performance concerns or feedback to the corporate office.
  • Provide monthly projections of anticipated staffing and operational needs to support Government funding determinations.
  • Prepare and submit a monthly "Pre-Draft Invoice" for review and reconciliation prior to formal submission.
  • Serve as the primary point of contact for internal corporate inquiries regarding funding, invoicing, and payment status.
  • Maintain on-site availability during core federal business hours (Monday - Friday, 8:00 AM to 5:00 PM EST).
  • Perform RA Support Analyst responsibilities, as needed, while maintaining all PM oversight and reporting requirements.
