About The Position

Under general supervision of the County Treasurer, this position is responsible for the maintenance of property descriptions, district assessment and tax rolls, tax statements, and tax parcel maps. It assists the County Treasurer in the discharge of the duties of the office and performs related duties as required.

Requirements

  • Associate's Degree required, Bachelor's Degree preferred, in fields such as records management, business management, paralegal, Geographic Information Systems (GIS), surveying, or similar.
  • Two to three years of experience in performing property listing, title searching, surveying, or assessing, and general work of a progressively responsible and difficult nature or related experience.
  • One to two years of experience in mapping software applications.
  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, procedure manuals, governmental regulations, surveying and real estate documents.
  • Ability to write routine reports, correspondence, and procedures manuals.
  • Ability to speak effectively before groups of customers or employees of the County.
  • Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume.
  • Ability to apply concepts of basic algebra and geometry.
  • Ability to make accurate mathematical calculations to configure lot dimensions, square footage, and acreage.
  • Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form.
  • Ability to deal with problems involving several concrete variables in standardized situations.
  • Knowledge and experience of word processing software.
  • Good working knowledge of ESRI ArcGIS software as well as other GIS software.
  • Knowledge of departmental operations, pertinent laws, 70.09 of Wis. Statutes, codes, regulations, and terminology.
  • Good knowledge of modern office practices, procedures, and equipment.
  • Ability to understand and write complex legal descriptions and legal documents.
  • Considerable knowledge of real estate laws as it pertains to property conveyances, legal property descriptions, easements, highway right-of-way, and other related documents.
  • Knowledge of statutory requirements and timelines.
  • Considerable knowledge of complex mathematics and geography relating to degrees, proportions, area, percentages, bearings, distance, radius, acreages, surveying principles, County mapping, and other land descriptions for the interpretation and creation of tax parcel maps.
  • Ability to accurately interpret maps and plats.
  • Ability to develop maps, reports, and geographic data using GIS products.
  • Knowledge of tax rate and tax billing procedures, including assessment practices and cycles.
  • Knowledge of record keeping required to maintain departmental records.
  • Ability to establish and meet work deadlines and stay on track with constant interruptions.
  • Ability to establish and maintain effective public and working relationships.

Responsibilities

  • Creating and maintaining real property ownership records and descriptions.
  • Writing or correcting legal real property descriptions.
  • Proofing documents and information for accuracy, completeness, and legality of property descriptions, title, or ownership, and comparing data to existing records for conformity.
  • Communicating with Title Companies, Attorneys, assessors, and the public to correct document discrepancies.
  • Preparing and maintaining the tax parcel mapping using County Geographical Information System (GIS) software and methods.
  • Working with the Land Information Office to standardize and create parcel maps.
  • Filling requests for maps and geographic data from other departments and the general public, which may include creating custom map products and/or digital data sets.
  • Administering the Listing of Real Property.
  • Working closely with clerks, treasurers, and assessors of local units of government in preparing and maintaining data for workrolls, assessment rolls, notices, special assessment rolls, tax rolls, and tax statements.
  • Importing and exporting necessary files of assessment information with local assessors and State Manufacturing.
  • Balancing Open Book changes and Board of Review changes with assessor totals.
  • Working with the State Department of Revenue and other government offices as needed in administering various state statutes and administrative codes.
  • Submitting reports to the Department of Revenue and filing necessary corrections.
  • Reviewing all changes implemented by the Department of Revenue due to statutory changes in assessment laws.
  • Working closely with other County departments to maintain the integrity of land information as it affects various codes and ordinances.
  • Reviewing and making recommendations for proposed Certified Survey Maps, Subdivision Plats, Condominiums, and Annexations.
  • Processing and checking property descriptions to determine land parcel location, title, and comparing document data to deed legal for conformity.
  • Interpreting orthophotography, analyzing survey data, processing splits, combinations, subdivision plats, certified survey maps, annexations, condominiums, and street vacations.
  • Computing square footage of parcels and assigning parcel numbers.
  • Preparing, revising, or updating assessment maps using GIS software in accordance with WI State Statutes.
  • Inventorying, ordering, and stocking assessor supplies and forms for the preparation of various rolls, notices, and statements.
  • Explaining policies, procedures, and instructions in response to telephone or personal inquiries from co-workers and the public.
  • Assisting abstractors, attorneys, real estate agents, surveyors, appraisers, State and local officials, banks, lending institutions, and the general public in making title searches and seeking property surveys.
  • Assisting with tax collection and tax settlement.
  • Training and assisting municipal assessors, clerks, and treasurers with the electronic exchange and verification of assessments, special assessments, tax rates, and tax bills.
  • Assisting the County Treasurer with In-Rem procedures and the preparation of annual tax bills.
  • Assisting in the receipt of monies from County sources and all other monies directed to be paid to the Treasurer by statute or County ordinance, and maintaining complex records including bookkeeping accounts.
  • Performing office and clerical duties including updating computer records of land-related transactions, entering and verifying data, preparing documents and correspondence, photocopying, and filing.
  • Assuming responsibility of the office in the absence of the County Treasurer.
  • Developing and maintaining the annual Property Lister budget.
  • Participating in the interview and selection process for new positions.
  • Providing training, guidance, and support to assist new employees.
  • Contributing to the oversight and guidance of two employees in the Treasurer’s Office regarding Real Property work.
