About The Position

Denver International Airport (DEN) is hiring a Real Estate Development & Finance Project Manager to support the Real Estate Development team. DEN owns the largest aviation landholdings in the country, providing unique opportunities to partner with private developers to deliver commercial, industrial, and mixed-use projects that advance the airport’s long-term strategic and financial goals. With approximately 53 square miles (13,700 hectares) of land area, Denver International Airport (DEN) has the second largest land ownership of any airport in the world. DEN’s Division of Real Estate supports the airport’s core aviation mission by capitalizing on DEN’s size, opportunity for growth and centralized location, both nationally and globally, to create innovative, sustainable and economically beneficial commercial development of the airport’s non-aviation land. As the Real Estate Development & Finance Project Manager, you will serve as the primary liaison between DEN and private development partners building on airport-owned property. You will serve as the primary liaison between DEN and private development partners, leading the planning, allocation, and financial oversight of infrastructure investments. This role is perfect for a strategic, autonomous professional who excels at complex project coordination, financial modeling, and unlocking commercial investment.

Requirements

  • Five or more years of experience coordinating private development projects, preferably within a public agency or other large, complex organization, or equivalent experience in real estate development, infrastructure finance, capital planning, or similar project coordination roles.
  • Knowledge of development processes such as due diligence, entitlements, site planning, building permitting, utilities, engineering approvals, and environmental review.
  • Proficient with infrastructure financing tools, capital planning, or development-related financial agreements.
  • Strong communication, relationship-building, and stakeholder facilitation skills.
  • Demonstrated ability to manage multiple projects and deadlines in a fast-paced environment.
  • Skills in financial analysis, modeling, and long-term planning.
  • Experience working with development agreements, land leases, master-planned developments, or public/private partnership structures.
  • Bachelor's Degree in Business, Management, Public Administration, or a related field.
  • Two (2) years of professional project management experience in the related occupational group including coordinating, administering, and monitoring projects.
  • One (1) year of the appropriate type and level of experience may be substituted for each required year of posthigh school education.
  • Additional appropriate education may be substituted for the minimum experience requirements.
  • FBI criminal background check is required for all positions at Denver International Airport (DEN).
  • Employees are also required to report any felony convictions and/or moving violations to maintain this clearance and be eligible for continued employment.
  • By position, a pre-employment physical/drug test may be required.
  • Applicants for employment with the City and County of Denver must have valid work authorization that does not require sponsorship of a visa for employment authorization in the U.S.

Nice To Haves

  • Experience in horizontal development preferred.
  • Familiarity with special districts or infrastructure financing mechanisms (e.g., cost-sharing, reimbursements, impact fees).
  • Knowledge of FAA regulations regarding land use and airport funding is a plus.
  • Advanced degree in Real Estate, Finance, Planning, Public Administration, Engineering, Business, or a related field.

Responsibilities

  • Serve as the main point of contact (owner representative) for developers and other city agencies during planning, design, and construction on DEN-owned land.
  • Guide developers through design reviews, permitting steps, submittal processes, and city/DEN requirements.
  • Monitor development agreement milestones, schedules, and performance requirements.
  • Identify and help resolve issues related to site access, utilities, entitlement, environmental review, or compliance with DEN and CCD standards.
  • Assist in preparing and negotiating development agreements, land leases, and infrastructure responsibility matrices.
  • Lead the allocation and prioritization of capital funding for infrastructure supporting DEN’s real estate development districts.
  • Develop, implement, and monitor financing mechanisms including cost-sharing agreements, reimbursement structures, special districts, or development-related fee programs.
  • Conduct financial analysis, cash flow modeling, and long-range planning for real estate-supported infrastructure.
  • Track the performance of financing agreements, including reimbursements and revenue flows.
  • Work with the Finance and Engineering teams to align real estate infrastructure needs with the airport’s Capital Improvement Program (CIP).
  • Manage budget tracking, reporting, and funding requests related to infrastructure supporting DEN real estate projects.
  • Develop, implement, manage, and track common area maintenance (CAM) agreements.
  • Ensure compliance with FAA requirements, City and County of Denver rules, and DEN financial policies.
