About The Position

Responsible for performing routine, professional and technical work associated with the mass appraisal of real property for ad valorem taxation. Position is responsible for inspecting and measuring real property, calculating appraised value of property, preparing documentation, and maintaining records, researching, and collecting data, providing information to taxpayers, and performing other duties as assigned.

Requirements

  • Associate degree in Real Property Appraisal, Assessment, or a related field
  • 3 years of previous experience and/or training involving real property appraisal and/or assessment
  • Satisfactory results of a criminal history background check
  • Commonwealth of Virginia drivers license

Responsibilities

  • Conducts field reviews of real property; locates and identifies real property, referring to various maps, plats, aerial photographs, and other documents; physically verifies information contained in blueprints, site plans, and specifications; measures property size, shape, and square footage; collects and records data relating to number of rooms, type of construction, age, building materials, terrain, appearance, property, improvements, or other conditions effecting values; ascertains quality of workmanship and materials; identifies various types of construction; draws/sketches and makes photographic records of existing structures and new construction/additions; re-sketches audited properties as needed; documents changes to property records; prepares detailed property record cards for use in calculating appraised values
  • Reviews various records and documentation in association with determining appraised values; verifies sales data; verifies ownership for proper classification of property; identifies other factors impacting value of existing properties, such as remodeling, new features, depreciation, changes in classification, zoning changes, or external forces such as noise, traffic, pollution, or other factors; takes such factors into consideration in determining appraised values
  • Reads and interprets blueprints, maps, plats, surveys, building permits, or other documents in order to gain more accurate information of real property and/or improvements
  • Performs research functions; researches legal records such as deeds, deeds of trust, leases, assessments, or other records; resolves discrepancies in information
  • Analyzes market data to establish value and level of assessment; analyze sale ratios to measure and improve equality
  • Operates a computer to enter, retrieve, review or modify data; verifies accuracy of entered data and makes corrections; utilizes word processing, database, spreadsheet, or other software programs
  • Prepares or completes various forms, reports, correspondence, property record cards, or other documents
  • Receives various forms, reports, correspondence, deeds, property record cards, blueprints, building permits, site plans, specifications, tax maps, zoning maps, plats, aerial photographs, valuation guides, tax digests, codes, regulations, manuals, directories, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate
  • Assists in defending appraised values and appeals as needed
  • Communicates with supervisor, employees, other departments, county officials, property owners, taxpayers, government agencies, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems
  • Has basic knowledge and awareness of applicable laws, ordinances, standards, and regulations
  • Operates a motor vehicle to conduct site visits or other work activities
  • Performs general/clerical tasks, which may include answering telephone calls, typing documents, making copies, sending/receiving faxes, filing documentation, or processing incoming/outgoing mail
  • Provides assistance to other employees or departments as needed
  • Performs other related duties as assigned
