About The Position

Heartland Consulting is seeking a Readiness Research Analyst / Data Analyst to support the Air National Guard Readiness Center (ANGRC) at Joint Base Andrews, Maryland. The analyst will provide research, data analysis, readiness reporting, executive-level communications, and decision-support services for Air National Guard readiness initiatives. This position works directly with readiness data and senior-level stakeholders to identify trends, evaluate operational readiness challenges, develop analytical products, and translate complex information into actionable recommendations and executive-level briefings. The position supports the ANG's efforts to improve how units report, assess, forecast, and resource readiness across the enterprise. This includes readiness reporting, resourcing forecasts, and communication of ANG readiness information to senior Department of Defense audiences, including the Office of the Secretary of Defense (OSD) and Congress.

Requirements

  • Active or Interim Top Secret security clearance prior to beginning performance.
  • Strong analytical, research, and critical-thinking skills.
  • Demonstrated ability to analyze complex operational or organizational data and develop meaningful findings and recommendations.
  • Experience developing professional reports, briefings, presentations, staff packages, or executive-level analytical products.
  • Strong written and verbal communication skills, including the ability to present complex information clearly to senior stakeholders.
  • Proficiency with Microsoft Office, particularly Excel and PowerPoint.
  • Ability to work effectively with government customers and cross-functional teams in a fast-paced environment.
  • Ability to manage multiple priorities and respond to time-sensitive analytical requirements.
  • Ability to work onsite at Joint Base Andrews as mission requirements dictate and travel periodically within CONUS.

Nice To Haves

  • Bachelor's degree in data analytics, operations research, business, public administration, national security, political science, statistics, mathematics, or a related field.
  • Previous DoD, Air Force, Air National Guard, National Guard Bureau, or military readiness experience.
  • Experience with DRRS or other DoD readiness reporting systems.
  • Experience with RStudio, Tableau, or comparable data visualization and statistical analysis tools.
  • Knowledge of force readiness, force structure, personnel, training, equipment, logistics, maintenance, sustainment, or resource allocation.
  • Experience supporting senior military or civilian leaders.
  • Familiarity with the Strategy, Planning, Programming, Budgeting, and Execution (SPPBE) process.

Responsibilities

  • Conduct detailed research and analysis of ANG readiness information, operational requirements, force structure, personnel, equipment, training, logistics, sustainment, and resourcing.
  • Analyze readiness reporting data to identify trends, gaps, risks, and operational challenges.
  • Support analysis of Defense Readiness Reporting System (DRRS) information and other government readiness data sources.
  • Develop reports, studies, briefing materials, staff packages, presentations, talking papers, executive summaries, and analytical products for ANG leadership.
  • Translate operational readiness challenges into analytical constructs and provide timely analysis in response to senior-leader requirements.
  • Gather, analyze, document, and communicate historical and current readiness information to support leadership decision-making.
  • Develop recommended courses of action addressing ANG readiness requirements.
  • Support implementation plans, executive reports, recurring reports, and special analytical projects.
  • Prepare and support executive-level briefings, working groups, conferences, meetings, and readiness forums.
  • Communicate analytical findings effectively to audiences ranging from working-level analysts to senior executives.
  • Support ANG readiness training and education activities, including analysis of training data to identify trends and improvement opportunities.
  • Maintain and work with readiness information in government websites, shared drives, reporting systems, and analytical tools.
  • Participate in meetings with ANG Readiness Division personnel and other government stakeholders; prepare meeting materials, findings, minutes, and follow-up analysis.
  • Travel periodically within CONUS to support readiness training events, meetings, and mission requirements.
