About The Position

The primary purpose of this position is to serve as the program manager for the Air Force Personnel Readiness Training program. This role involves planning, developing, and validating Readiness Training that supports the deployed mission of Force Support personnel. The specialist will gather and develop information by researching factual materials from various sources, including Air Force Instructions (AFI) and subject-matter experts. A key responsibility is to assess program effectiveness by sampling student, instructor, and commander needs, and validating suggestions and complaints. The role also requires representing the AFPC Personnel Operations Division and Readiness Branch with various installation and functional area organizations, and establishing and maintaining effective working relationships with the Air Staff, MAJCOMs, AFPAAS Development Agencies, Military Personnel Flights, and PERSCO Teams.

  • If authorized, PCS will be paid IAW JTR and AF Regulations.
  • If receiving an authorized PCS, you may be subject to completing/signing a CONUS agreement.

  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period
  • Must possess or be able to obtain and maintain a SECRET Security clearance
  • Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems.
  • Utilizing Department of Defense, Joint personnel accountability policy, programs, systems and procedures
  • Working with personnel readiness programs, processes, practices and systems
  • Performing systems acquisition and program management roles and responsibilities
  • Working with personnel readiness systems capabilities in Deliberate and Crisis Action Planning and Execution Segments (DCAPES), and Global Command Control Systems(GCCS)
  • Working with tools used to query the personnel readiness systems including writing queries and generating output in multiple-user formats.
  • Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
  • NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
  • Extensive knowledge of personnel management policies, procedures, and practice relative to personnel readiness and accountability.
  • Working knowledge of Deliberate and Crisis Action Planning and Execution Segments (DCAPES) and commercial programs such as Lectora, Camtasia, Adobe Acrobat write, Microsoft Word, PowerPoint, Excel and Access.
  • Skilled in establishing and maintaining effective working relationships with leadership, individuals, heads of service agencies and their representatives.
  • Skill in adapting and extending applicable education principles and methods in identifying exemplary and inadequate practices or techniques and recommending alternative steps or remedial action to resolve problems.
  • Ability to develop, implement, and manage programs, systems and procedures to include publishing guidance and instructions in support of force accountability spanning the operational spectrum.
  • Ability to plan and organize independently and to collect, interpret and analyze data.
  • Ability to communicate effectively, both orally and in writing and clearly present issues and recommendations to all levels.

Responsibilities

  • Plans, develops and validates Readiness Training supporting the deployed mission of Force Support personnel.

  • Assesses Program effectiveness by sampling student, instructor, and commanders' needs, validating suggestions and complaints.
  • Represents AFPC Personnel Operations Division and Readiness Branch with a variety of installation and functional area organizations.
  • Establishes, develops, and maintains effective working relationships with the Air Staff, MAJCOMs, AFPAAS Development Agencies, Military Personnel Flights and PERSCO Teams.
  • Will be required to work shifts, weekends and overtime in support of 24-hour operations of the Air Force Personnel Readiness Cell (PRC).
  • May be required to travel by military and/or commercial aircraft in the performance of temporary duty.
  • Performs other related duties as assigned.
  • Incumbent must be removed from their military recall status if alternatives for filling the position during an emergency are not available.
  • The incumbent may be required to take part in test alerts and practice exercises.
