About The Position

The Economic Services Division (ESD) is responsible for the administration of economic benefits to help Vermonters meet their basic needs. ESD is one of 6 divisions under the Department for Children and Families (DCF) which is one of the largest departments (1000 employees) within the largest agency (Agency of Human Services) in the state of Vermont. ESD Leadership recognizes that the division's biggest resource is our staff and is committed to continuously looking at ways to strengthen and support our workforce. This position is located in the Barre district office which is known for teamwork, strong community partnerships, office comradery, and strong commitment to bettering the lives of Vermonters. Reach Up is one of ESD's benefits programs. It provides financial assistance and coaching services for Vermont families meeting income eligibility criteria. The program's mission is "Reach Up joins families on their journey to overcome obstacles, explore opportunities, improve their finances and reach their goals". The Reach Up Case Manager (RUCM) provides mission-driven coaching to help families identify and meet their goals. ESD is looking for someone to join this team who will collaborate with families in a strength-based way through a coaching model, has experience working with individuals and families who may be under extreme stress, have complex needs and experiencing poverty, while simultaneously seeing the potential and strengths in every family, will contribute to the development, cohesion and productivity of their team and support teamwork through open and honest communication, thrives in a busy work environment, is open to learning new technology and evidence-based strategies, has a growth mindset, is flexible and adaptable in a changing work environment, and recognizes the historic inequities and racism in social and economic systems, and their impact on people today.

Requirements

  • Bachelor's degree in a human services, education and training or workforce development field AND one (1) year or more of experience involving direct client contact delivering case management services, or interpreting and applying rules and guidelines to make decisions regarding eligibility for programs and benefits in the fields described above (such as social services, education or employment programs).
  • Associate's degree in a human services, education and training or workforce development field AND three (3) years or more of experience involving direct client contact delivering case management services, or interpreting and applying rules and guidelines to make decisions regarding eligibility for programs and benefits in the fields described above (such as social services, education or employment programs).
  • High School diploma or equivalent AND five (5) years or more of experience involving direct client contact delivering case management services, or interpreting and applying rules and guidelines to make decisions regarding eligibility for programs and benefits in the fields described above (such as social services, education or employment programs)
  • One (1) year or more as a Benefits Programs Specialist with the State of Vermont.
  • Pass any level of background investigation applicable to the position. This includes Vermont and/or national criminal record checks, as well as DMV and adult and child abuse registry checks, as appropriate to the position under recruitment.
