About The Position

The Rate/Investment manager will act as a strategic partner to the Segment CFO, taking ownership of the design, forecasting, and compliance of the Segment’s indirect rate structures (fringe, overhead, G&A). This role ensures that indirect cost allocations are optimized for competitive bidding while remaining fully compliant with FAR/CAS regulations. The manager will lead the Forward Pricing Rate Proposal (FPRP) process, monitor performance against plans, and provide crucial financial analysis to support senior leadership decisions regarding investments and cost management.

Requirements

  • Bachelor’s degree in Finance, Accounting, Business Administration, or related field.
  • 8+ years of experience in defense contracting finance, specifically focusing on indirect rates, FPRP, and Incurred Cost Submissions.
  • Strong knowledge of FAR, DFARS, CAS, and EVMS.
  • Deep understanding of FAR Part 31 (Cost Principles) and CAS. Proficiency in NetSuite and advanced Excel modeling
  • Advanced proficiency in financial modeling, forecasting, and ERP/MRP systems (e.g. NetSuite, ForProject, MS Project).
  • Demonstrated familiarity with Defense Business Systems (DBS) and DCAA audit standards

Nice To Haves

  • CPA, CMA, or CFM.
  • Experience in both fixed-price and cost-reimbursable contract environments.
  • Prior involvement in DCMA/DCAA audits.

Responsibilities

  • Indirect Rate Strategy & Management: Develop, maintain, and optimize compliant indirect rate structures (fringe, overhead, G&A). Build rate models (including intermediate pools) to accurately allocate costs to contracts.
  • Strategic Support for Segment CFO: Prepare 5-year rate projections, analyze impact of changes on margins and bid competitiveness, and provide insights for scenario planning.
  • Compliance & Regulatory Reporting: Lead the preparation of Forward Pricing Rate Proposals (FPRPs) and annual Incurred Cost Submissions (ICS). Ensure all rates adhere to Federal Acquisition Regulation (FAR) and Cost Accounting Standards (CAS).
  • Audit & Negotiation Support: Act as the primary liaison with DCMA/DCAA auditors for rate audits. Support negotiations for provisional and final indirect rates.
  • Variance Analysis & Forecasting: Monitor provisional indirect rate performance, perform trend analysis, and recommend rate adjustments to leadership to ensure cost recovery.
  • Investment & Business Case Support: Analyze and report on Segment financial performance (run & invest), assisting in developing business cases for new projects or technology investments.
