About The Position

This is a National Guard Title 32 Excepted Service position. The Range Operations Specialist (Title 32) is responsible for implementing range operations functions directly related to the safe and efficient utilization of the Range and Training Area (RTA) complex during live fire and live training operations. This includes working on multiple ranges, maneuver training areas, and live training facilities. The role involves performing range safety functions, monitoring and inspecting the RTA complex, and ensuring compliance with all applicable regulations and procedures. The specialist also ensures weather information is disseminated, monitors live training activities, and performs maintenance on ranges and training areas as needed. Additionally, the position may involve participation in range wildfire suppression and coordinating medical evacuations.

Requirements

  • NATIONAL GUARD MEMBERSHIP IS REQUIRED.
  • Must be eligible for immediate membership and employment in the National Guard in the military grade listed.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a 1- or 2-year probation/trail period.
  • Participation in direct deposit is mandatory.
  • Military Grades: Enlisted (E6 to E7)
  • Experience, education, or training which provided a general knowledge of principles of organization, management, and administration.
  • Experience using computer and automation systems.
  • Must have at least 24 months experience, education or training in any position that required compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information.
  • Must have experience providing technical guidance and assistance in the type of work or in comparable work of the position to be filled.
  • Must have a thorough knowledge and understanding of administrative procedures and practices of management.
  • Experience developing administrative procedures.

Responsibilities

  • Implement range operations functions for safe and efficient utilization of the Range and Training Area (RTA) complex during live fire and live training operations.
  • Perform range safety functions, including on-site inspections, safety pre-briefings, and accident/incident investigations.
  • Provide technical guidance and advice to supervisors, range safety officers, and unit personnel.
  • Monitor and inspect the range and training area complex for training and recreational activities to ensure compliance with regulations, procedures, SOPs, risk assessments, and SDZs.
  • Inspect and enforce safe weapons firing and handling, ammunition handling and accountability, safe troop movement, tactical training safety, target emplacement, environmental compliance, and installation/maintenance of warning signs and barriers.
  • Inspect range packets and equipment for completeness and serviceability.
  • Issue range packets, radios, telephones, flags, and keys to units scheduled for training.
  • Ensure weather information is disseminated to all units utilizing ranges, live training facilities, and maneuver training areas, including normal and emergency advisories.
  • Provide continual monitoring of all live training activities using Range Facility Maintenance Support System (RFMSS) Enhanced Graphic Fire Desk software.
  • Monitor the issuance, opening, check fire, cease fire, and closing of all live fire ranges, artillery, and mortar firing points, training facilities, and training areas via radio nets.
  • Perform maintenance of ranges and training areas to correct minor discrepancies, including sandbag replacement, vegetation control, transport and supervision of troop details, policing of ranges, brush removal, and tree removal.
  • Participate as a member of a range wildfire suppression crew.
  • Coordinate requests for air and ground medical evacuation for injured personnel.
  • Investigate incidents occurring in the RTA complex.
  • Provide RTA complex users with current range safety information regarding safe conduct and utilization of ranges, including training restrictions, fire prevention procedures, ammunition security measures, and controlled airspace impacts.
  • Recommend measures to correct deficiencies or eliminate hazards.
  • Immediately halt any questionable safety practices detected.
  • Coordinate with unit range safety officers to assist in developing risk assessments and implementing controls and mitigations for identified hazards.
  • Initiate emergency response, investigation, and documentation of incidents or accidents.
  • Perform other duties as assigned.
