About The Position

These are National Guard Title 32 Excepted Service Positions. These are Temporary Promotions for two GS-0301-11 BASE OPERATIONS MANAGER (TITLE 32), Position Description Number D2976000 and are part of MO Camp Clark Training Site and MO Fort Leonard Wood Training Site. Management retains the right to terminate the temporary promotion action without further notice. Selected individual will return to their former position when the temporary promotion is terminated. This position can be filled up to five years if mission supports it. Must be able to obtain and maintain the appropriate security clearance of the position. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. May occasionally be required to work other than normal duty hours; comp-time or overtime may be required. The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments. In accordance with Ethics in Government Act, 1978, incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually. NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an Excepted Service position that requires membership in a compatible military assignment in the Missouri National Guard prior to the effective date of placement. Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement. Requirements

  • Must currently be assigned to a military unit in the Missouri Army National Guard.
  • Title 32 employees will not be militarily senior to their full-time supervisor (grade inversion).
  • Camp Clark Training Site Maximum Military Grade - 1LT (O-2)
  • Camp Clark Training Site Minimum Military Grade - SFC (E-7) with date of rank on or before 25 March 2025
  • Fort Leonard Wood Training Site Maximum Military Grade - 1LT (O-2)
  • Fort Leonard Wood Training Site Minimum Grade - SFC with date of rank on or before 9 January 2026
  • Must possess experience, education, and/or training which provided you with a general knowledge of principles of organization, management, and administration; and experience using computer and automation systems.
  • Must possess 36 months of experience, education or training that provided the ability to develop and recommend policy; organize and carry out programs; evaluate and recommend changes in methods of operation; and prepare written communications and oral presentations.
  • This specialized experience must also include the ability to manage a variety of funds and ensure funds are expended appropriately.
  • Must possess experience managing the function of the work to be performed that includes the ability to lead, direct and assign work of personnel.

Responsibilities

  • Manages the overall operational aspects of the GTC, to include long and short-range planning, and directing the operation, maintenance, repair, rehabilitation, and construction of all real property.
  • Oversees all installation training center, facilities, utilities, buildings, structures, roads, ranges, water systems, disposal systems, sewage systems, bridges, communications, and electrical systems.
  • Directs the development of regulations, procedures and operating instructions tailored to the specific needs of the training center.
  • Ensures the continuous operational mobilization readiness of the training center and the operational ability on short notice to support state and federal agencies in support of national defense initiatives.
  • Manages a variety of funds including program management of Range and Training Program (RTLP) funds and Integrated Training Area Management (ITAM) funds.
  • Communicates and coordinates with the staff and various organizational headquarters on matters pertaining to supply and training support activities.
  • Interacts with local media and handles sensitive public relations problems.
  • Responds to congressional inquiries concerning legislation that has potential impact on current and future training center operations and training.
  • Maintains direct dialogue with regional EPA representatives concerning pending legislation affecting current and future national defense initiatives at the training centers.
  • Ensures required environmental documentation such as Installation Natural Resource Management Plans, Cultural Resource Management Plans, and historical holdings are current and available for public review.
  • Primarily serves as a first-level supervisor.
  • Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work.
  • Exercises significant responsibilities dealing with senior commanders, and staff officers of other units and organizations.
