About The Position

Serves as the central safety contact point for real-time Fallon Range Training Complex (FRTC) target range air and ground users by enforcing regulations and procedures. This role is crucial for ensuring the safe execution of training events and maintaining the integrity of restricted airspace. The Range Control Officer (RCO) acts as the operational/Safety Representative for the NAWDC Range Office, providing direct reports on range events and generating incident reports. The RCO is responsible for de-conflicting live fire and non-live fire training events, coordinating with military and other agencies, and managing the daily range schedule. This position also serves as the Emergency Response Coordinator, acting as a communication conduit between units and emergency response agencies. The RCO maintains a watch log, monitors air and ground activity for safety, and utilizes warning systems to alert personnel of hazards. The incumbent must use discretion, sound judgment, technical expertise, and initiative to resolve complex deconfliction issues and ensure all activities comply with established policies and regulations. Additionally, the RCO coordinates with Air Traffic Control (ATC) and verifies ordnance authorization before authorizing operations. The RCO also functions as a job training instructor for new personnel and conducts recurring training.

Requirements

  • High school diploma or equivalent.
  • Documented experience in either a military or civilian environment in Air Traffic Control (ATC) with radar supervisory experience in a TRACON or CATCC facility, or an Operations Specialist with Air Intercept Controller (OS/AIC) or a qualified tactical aircrew member or C2 platform aircraft.
  • Familiarity with Airspace Management/Control highly desirable.
  • Thorough knowledge of FRTC special use airspace/restricted areas, FAA/Department of Navy Memorandums of Agreement.
  • Working knowledge in interpreting guidance and directives from higher authority, selecting applicable portions and adapting for local use.
  • Thorough familiarity with NAVSTKAIRWARCENTINST 3700 series, ground firing weapons procedures, specifically approved ordnance, delivery profiles, target sets, and check-in and check-out procedures.
  • Proficient in use of military or FAA radar systems.
  • Proficient in two-way radio communications.
  • Working knowledge of standard NATO code words.
  • Familiarity with radio traffic common to military aviation.
  • Demonstrate proficiency in English both written and oral communications on a routine basis.
  • US Citizen.
  • Obtain and maintain the appropriate level of clearance.
  • Complete RCO operations training package within six months of employment assignment.

Responsibilities

  • Serve as central safety contact point for FRTC target range air and ground users.
  • Enforce NAVSTKAIRWARCENTINST 3752.1x (Range User’s Manual), NAWDC Range Office Procedure Memorandums, FTTR Plans, and Work Instructions (WI).
  • Provide direct and immediate verbal reports (followed by written documentation) of any range events in violation of the FRTC User’s Manual that could impact safety/security.
  • Generate written incident reports detailing date, time, personnel, location, range scheduling information, and a description of the circumstances surrounding the incident.
  • Safely de-conflict live fire and non-live fire air and ground training events within FRTC bombing ranges while maintaining restricted airspace integrity.
  • Coordinate with military and other agencies in support of aviation and ground operations within the FRTC.
  • Review and coordinate with NAWDC Range Schedules and individual squadron schedules to accurately reflect usage of the daily range schedule in the Data Collection and Scheduling Tool.
  • Collect daily bombing range usage data.
  • Serve as Emergency Response Coordinator, acting as a communication conduit between units and emergency response agencies.
  • Coordinate with scheduled users to identify and resolve same-day scheduling conflicts.
  • Maintain an assigned/scheduled watch station at the Range Operations Center.
  • Maintain a watch log, recording all significant events, ground users accessing ranges, and ground munitions expenditures.
  • Perform air and ground safety monitoring tasks for all NAWDC bombing ranges.
  • Maintain positive control of all ground users, separating and de-conflicting ground access while assuring maximum safety.
  • Utilize radar, air and ground communications, and surveillance video systems to monitor all air and ground activity for potential unsafe conditions.
  • Declare a bombing range “red” when any unsafe condition is detected and notify all air and ground personnel of the imminent hazard.
  • Utilize the Public Address Warning System (PAWS) to alert ground personnel and provide directives for range evacuations.
  • Execute the ROC and Ground Access Schedule and coordinate real-time scheduling from the Daily Range Schedule.
  • Resolve anticipated air and/or ground safety conflicts, participant discrepancies, and operational questions regarding mission support.
  • Ensure all activities conducted within FRTC bombing ranges are in accordance with applicable regulations and directives.
  • Use discretion in determining intent and interpreting/revising policy and regulatory guidelines when it does not jeopardize safety.
  • Use sound judgment, technical expertise, and initiative in resolving complex deconfliction issues.
  • Generate formal written Incident Reports for violations and notify appropriate personnel of dangerous/hazardous occurrences.
  • Coordinate with Air Traffic Control (ATC) to clear aircraft into restricted airspace and bombing ranges.
  • Provide advisory traffic call information to aircraft operating on range control frequencies.
  • Maintain continuous situational awareness of all FRTC air traffic.
  • Receive check-in/check-out reports from all bombing range users.
  • Verify ordnance to be delivered is authorized for specific target(s) and range(s).
  • Ensure ranges are cleared and a Range Safety Officer (RSO) is identified prior to authorizing ordnance delivery or laser operations.
  • Comply with NAWDC Range Office ROC Procedure Memorandum for incident reporting.
  • Coordinate and facilitate any emergency response occurring within FRTC bombing range boundaries.
  • Function as the job training instructor for all newly hired personnel until qualified.
  • Conduct periodic RCO recurring training for procedures, actions, and knowledge base concerning the FRTC bombing ranges and related airspace.
