About The Position

Provides technical expertise and coordination for rail highway safety (Section 130) transportation program involving rail signaling/grade crossings project management in accordance with Department standards. Assists with project planning and oversight, and the development of policies and procedures for area of responsibility. Work requires contact with governmental officials, consultants, contractors and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence. Serve as Lead Worker.

Requirements

Bachelor's Degree in a related discipline. Relevant experience may be substituted for education on a year per year basis.
5 years transportation design, construction, traffic operations, maintenance, bridge inspection experience. (Experience can be satisfied by full time or prorated part time equivalent).
Valid driver’s license.
This position requires driving a state vehicle.

Responsibilities

Serve as lead worker
Provides advanced technical expertise for Rail Highway Safety projects from initiation through final completion.
Prioritizes, schedules, and manages multiple Rail Highway Safety projects across the full project life cycle.
Optimizes critical paths to ensure timely delivery of Rail Highway Safety projects.
Oversees design and delivery activities among TxDOT divisions, districts, consultants, and contractors.
Assists with planning, administering, and monitoring Section 130 consulting contracts.
Coordinates compilation of complete plan packages and submits documents to the engineer or architect for review and signature.
Reviews draft railroad signal construction plans and railroad re‑planking plans for accuracy and compliance.
Inspects railroad crossings to identify appropriate devices for installation or upgrade.
Ensures compliance with device specifications; applicable safety laws, rules, and regulations; and the Texas Manual on Uniform Traffic Control Devices (TMUTCD).
Maintains adherence to established railroad safety, design, and construction standards throughout project execution.
Trains staff and stakeholders and resolves technical issues related to Rail Highway Safety projects.
Serves as a subject‑matter expert for technical problem‑solving and project coordination.
Effectively communicates and negotiates with TxDOT districts/divisions and external entities, including railroads and consultants.
Represents the Section at meetings, briefings, and coordination forums.
Maintains accurate and detailed project records, primarily in electronic systems.
Communicates effectively in written and verbal form.
Writes, reviews, and revises documents, including engineering notes, specifications, standards, and procedures.
Maintains effective working relationships with internal and external stakeholders.
Exercises persuasion and negotiation skills to resolve critical issues.
Delivers training in classroom, office, and field environments.
Performs other job responsibilities as assigned.
