About The Position

Review and update departmental files in accordance with Provincial and national Uniform Crime Reporting (UCR) requirements for statistical compilation and comparison purposes. Verify and validate that information meets the required rules, regulations, policies and procedures. Extract and submit data to the Canadian Centre Justice Statistics (CCJS) and examine and explain statistical variances.

Sound knowledge of the Criminal Code of Canada, Provincial and Federal Statutes, Municipal Bylaws, and the Provincial and UCR Guidelines for the Canadian Centre for Justice Statistics.
Advanced working knowledge of Microsoft Excel.
Type 60 wpm.
Operate a variety of office equipment.
Working knowledge of Police Department computer systems.
Understand and apply the techniques of uniform crime reporting.
Maintain accurate records.
Establish and maintain effective working relationships.
Ability to work both independently and in a team setting.
High school graduation.
1-year post-secondary education in a related field.
Introductory and advanced CPKN courses related to understanding and reporting of data statistics.
Introductory and advanced courses related to data accuracy, validation, correlation and reporting of statistical data.
2 years of related experience, or an equivalent combination of education and experience.
Required to obtain security and criminal record clearance.
Required to sign attestation of confidentiality.

Responsibilities

Review police investigative files and police stops to ensure a high-quality statistical output is maintained; verify the CAD information, investigative file and property entries to ensure it meets the national and provincial policies and uniform crime reporting guidelines and departmental policy and procedures including the provincial report writing standards.
Update information within the investigative files such as location information, reportable offences, victim/charged person information, police and clearance action, exhibit status and conclusions, vehicle, property and missing person information and caution codes; add, query, modify and delete data into files; determine and request any missing documentation by contacting members and diary dating files for response.
Generate occurrence files within the Records Management system as required and conduct regular audits on non-reportable offences and specified coding to ensure files are accurately scored for data analysis.
Monitor and conclude operational files including those before the judicial system to activate the electronic exhibit disposal and file purge processes.
Assign the appropriate respondent codes to files related to Esquimalt and out of jurisdiction police agencies.
Generate, extract, review and correct the electronic monthly computer statistical data submissions to Statistics Canada. Examine, audit, consult, rectify and report on statistical variance reports including explanations on data trends for both internal and external reporting requirements.
Complete statistical analysis and forms for submission to Statistics Canada, Senior Leadership and employees as requested; track, review and update previously reported statistical data according to follow-ups. Reports to Statistics Canada are submitted electronically.
Attend national data meetings to provide input, rationale and recommendations on improvements to statistical coding and scoring requirements. Create, update and maintain UCR training, reference and procedure materials. Generate and provides statistical reports upon request; work in consultation with other Divisions to increase coding requirements to meet statistical and workflow needs.
Respond to general and statistical enquiries from the Chief’s office, internal staff, other police departments and outside agencies. Conduct training and assists internal staff, police members and NCOs with understanding file submissions to Statistics Canada, file coding, and classification requirements.
