The Texas Health and Human Services Commission (HHSC) Medicaid and CHIP Services (MCS) division seek a highly qualified candidate to fill the position of Program Specialist VI to serve as the Quality Report Specialist within the Quality Reporting Unit in the Quality Data Analytics and Reporting Department. The Quality Report Specialist reports to the Quality Reporting Unit Manager (or designee) and performs advanced (senior-level) consultative and technical work supporting the planning, development, coordination, and submission of Centers for Medicare & Medicaid Services (CMS) required reports. This position works under minimal supervision, with considerable latitude for the use of initiative and independent judgment, and is not supervisory but may assign, oversee, and prioritize the work of others. The Quality Report Specialist plays a critical role in supporting compliance with CMS requirements related to Section 1115 Demonstration Waivers including the Healthy Texas Women (HTW) program, Texas Healthcare Transformation and Quality Improvement Program (THTQIP) and STAR+PLUS Home and Community-based Services (HCBS) authorized under THTQIP authority. This position also supports future implementation efforts for federal reporting under the CMS Ensuring Access to Medicaid Services Final Rule (CMS-2442-F). Responsibilities include coordinating, developing, and completing high-quality, timely reports, interpreting federal guidance, and ensuring accuracy and completeness of reported data. The role requires cross-functional coordination, project management, trend identification and analysis, and the ability to manage multiple reporting priorities.
