Job Summary The Quality Program Analyst supports Carina Health Network’s performance measurement initiatives and data platforms. This role collaborates closely with Colorado community health centers, Carina staff, state government agencies, and third-party vendors to enhance data quality, strengthen analytics, and improve value-based reporting performance.

Requirements

  • Clinical data and/or healthcare industry experience
  • General knowledge of performance measurement or quality improvement activities
  • Understanding of HIPAA Privacy and Security Rules
  • Experience with clinical workflows, healthcare measures, and health information technology
  • Ability to coordinate a diverse group of people with varying degrees of technical experience
  • Professional verbal, written, and group facilitation skills
  • Intermediate proficiency in using data analysis tools (Excel, etc)
  • Experience with Microsoft Office including PowerPoint, Word, OneNote with the ability to manipulate basic information and data required for preparing reports and delivering training

Nice To Haves

  • Azara Healthcare DRVS or other population health software experience
  • Experience with clinical claims data and/or payer feeds
  • Experience with Federally Qualified Health Centers and other safety-net providers
  • Experience with clinical quality measures and KPI reporting from EHR and claims data
  • Familiarity with Electronic Health Records systems (ECW, Athena, Nextgen, Epic).
  • Ability to adapt to changing initiatives and priorities based on the needs of Carina and the CHC’s success
  • Ability to travel to and within the state of Colorado as needed, as well as occasional out-of-state travel (<5%)

Responsibilities

  • Provide support for Carina’s centralized reporting platform(s), including Medicaid quality measures, FQHC UDS measures, and additional programs that require technical assistance and performance measurement
  • Works directly with the health center staff to validate reports, answer questions, and problem-solve issues with the performance measurement applications
  • Develop subject matter expertise in performance measurement programs, including, but not limited to, CMS Core Quality Measures, Medicaid Quality Programs, the Medicare Shared Savings Program (MSSP), CMS Quality Payment Program (QPP), HRSA Uniform Data System (UDS) and Health Center Program reporting, and the Certified Community Behavioral Health Clinic (CCBHC) program
  • Work closely with Carina’s multi-disciplinary team of data engineers, business intelligence developers, and project managers to ensure high data quality and effective data validation processes
  • Work cross-functionally with Carina’s Value-Based Care team to align programs and data strategies, promoting integration and consistency across initiatives
  • Oversee configuration and administration of the Carina reporting application, including managing cohorts, data integrations, user access and permissions, and provides ongoing system support, enhancements, and upgrades
  • Deliver technical assistance to clinic care teams providing support to ensure accurate implementation and reporting of clinical quality measure workflows
  • Lead and coordinate user group sessions to foster peer-to-peer engagement, provide training, and enhance product adoption
  • Assist in preparing reports for organizational deliverables and health center program deliverables
