This position will be on-site at our client location in Mclean, VA and at our headquarters in Chantilly, VA. Some hybrid work may be possible. Program Quality Analyst (PMO) The Project Quality Analyst (QA) designs, implements, and sustains the contract Quality Management System (QMS) aligned with ISO 9001 and ISO 27001, ensuring all program products and services consistently meet or exceed defined Service Level Agreements (SLAs) and client quality expectations. This role provides end‑to‑end quality governance, oversight, and assurance—conducting audits and surveillance, managing risk and corrective actions, and reinforcing a culture of continuous improvement across all task areas.

Requirements

  • Must be a U.S. Citizen
  • Active Top‑Secret SCI Clearance with CI Polygraph
  • Demonstrated experience supporting Intelligence Community (IC) programs
  • Bachelor’s degree in Business, Quality Management, Engineering, Operations, or a related field; equivalent experience considered
  • Proven experience supporting quality management, compliance, or process improvement within federal or IC environments, preferably enterprise‑scale programs
  • Hands‑on experience developing, implementing, and sustaining Quality Management Systems (QMS) and Quality Management Plans (QMPs)
  • Strong working knowledge of quality frameworks and methods, including ISO 9001, ISO 27001, and Lean/Six Sigma concepts
  • Experience supporting QASP execution, government surveillance, acceptance processes, and performance reviews
  • Demonstrated ability to lead internal audits and CAPA activities through verification of effectiveness
  • Strong analytical skills, including metric definition, trend analysis, and translating data into actionable insights
  • Experience developing dashboards, scorecards, and executive‑level quality reports
  • Excellent written and verbal communication skills, with the ability to brief senior leadership and government stakeholders

  • Certified Manager of Quality / Organizational Excellence (CMQ/OE) preferred
  • Proven ability to collaborate across PMO, Contracts/Subcontracts, Finance, Security, and technical teams
  • High attention to detail, sound judgment, and ability to manage multiple priorities in a mission‑critical, deadline‑driven environment
  • Ability to operate with professionalism, discretion, and integrity in sensitive IC settings

Responsibilities

  • Quality Management System (QMS) & Governance
  • Establish, maintain, and continuously improve the Program QMS aligned to ODNI mission priorities, contractual requirements, and ISO 9001/27001 standards
  • Develop, maintain, and control quality artifacts, including the Quality Management Plan (QMP), SOPs, work instructions, templates, and process maps
  • Integrate quality governance across all contractual task areas to enable consistent execution, performance visibility, and accountability
  • Implement document control, configuration management, and change control processes to ensure traceability and compliance for classified and unclassified artifacts
  • Ensure quality controls are embedded in PMO processes, deliverable workflows, and operational rhythms
  • Compliance, Surveillance & Audit Readiness
  • Support program compliance with contractual requirements, policies, and applicable IC and ODNI standards
  • Coordinate and support government surveillance activities, including QASP metrics, inspections, acceptances, and reviews
  • Plan and conduct internal audits, spot checks, and readiness assessments ahead of government evaluations
  • Track findings, observations, risks, and non‑conformances; lead Corrective and Preventive Action (CAPA) development, execution, and verification of effectiveness
  • Partner with Task Leads and PMO leadership to ensure sustained audit readiness and compliance assurance
  • Performance Metrics, Data Integrity & Reporting
  • Define and maintain quality and performance metrics aligned with client priorities, including deliverable quality, timeliness, rework, SLA adherence, and CAPA effectiveness
  • Develop and maintain dashboards, scorecards, and quality reporting packages for PMO and government leadership
  • Ensure the integrity, consistency, and traceability of quality and performance data across PMO systems and tools
  • Conduct trend analysis to proactively identify systemic issues, performance risks, and improvement opportunities
  • Support PMO reviews and leadership briefings with actionable, data‑driven quality insights
  • Continuous Improvement, Root Cause Analysis & Risk Reduction
  • Lead structured root cause analysis (RCA) for quality issues impacting task performance or deliverable acceptance
  • Facilitate continuous improvement initiatives to reduce rework, cycle time, risk exposure, and performance variability
  • Partner with PMO and task leadership to integrate preventive quality controls into planning, execution, and schedule management
  • Quantify and communicate improvement outcomes in terms of mission impact, performance stability, and operational efficiency
  • Stakeholder Engagement, Training & Quality Enablement
  • Serve as the primary quality liaison among government stakeholders, PMO leadership, task leads, and subcontractors
  • Provide training and guidance on quality standards, processes, templates, and acceptance expectations
  • Support readiness reviews, gate reviews, and milestone events to ensure deliverables meet quality and acceptance criteria
  • Promote a culture of accountability, transparency, and continuous improvement aligned to ODNI mission outcomes
  • Enable PMO teams with scalable quality tools, best practices, and lessons learned across evolving requirements
