About The Position

The Quality Manager is responsible for the implementation and management of the Construction Quality Control (CQC) Program, ensuring compliance with contract requirements. The Quality Manager is responsible for the implementation, execution, and oversight of the Quality Control (CQP) Plan for the USACE Flood Risk Control project in San Juan, Puerto Rico. The role ensures that all construction activities comply with contract requirements, approved submittmits, specifications, and applicable quality standards. The Quality Manager acts as the primary point of contact for all quality-related matters with the Client and oversees the development, execution, and continuous improvement of the Project Quality Management System in alignment with USACE requirements and ISO 9001 standards.

Requirements

  • Bachelor’s degree in civil engineering or similar disciplines
  • The Quality Manager must be full-time in the location of the project.
  • At least (5) years of experience in QC Drilled Shaft construction with prior QC experience on large projects.
  • Strong knowledge of USACE specifications, quality procedures, and inspection/testing requirements.
  • Familiarity with ISO 9001:2015 Quality Management Systems.
  • Experience managing NCRs, corrective action processes, and audit programs.
  • Strong leadership and organizational skills with the ability to work independently.
  • Excellent communication skills to interface effectively with project teams and client representatives.
  • Cooperative and collaborative mindset, capable of working across all project departments.
  • Cooperative, collaborative, ability to work with different departments
  • Experience in management multiple and interdisciplinary team
  • High level of English (written and spoken)

Responsibilities

  • Develop, implement, and maintain the Project Quality Control Plan (QCP) in accordance with USACE contract requirements, including inspections, testing, documentation, and reporting.
  • Prepare, review, control, and submit daily quality reports in accordance with contract and client requirements.
  • Review, control, and submit submittmits (material submittals, method statements, AHAs, WPs, etc.) ensuring compliance with contract specifications and approved procedures.
  • Serve as the primary quality liaison with USACE and client representatives.
  • Coordinate and manage testing laboratories and testing subcontractors, ensuring timely testing, reporting, and compliance with specifications.
  • Monitor construction activities to verify compliance with approved drawings, specifications, and submittals.
  • Identify quality deficiencies and issue Non-Conformance Reports (NCRs) as required.
  • Track, follow up, and ensure closure of deficiencies, NCRs, and corrective/preventive actions.
  • Lead and manage internal and external quality audits, including audit planning, execution, reporting, and follow-up.
  • Process Control, Traceability and elaboration of IPPs
  • Ensure proper quality documentation, record keeping, and traceability in accordance with USACE requirements.
  • Oversee document control and quality records management through the electronic document management system.
  • Provide quality onboarding and training to project personnel, promoting quality awareness and compliance.
  • Advise Project Director and Construction Manager on quality performance, trends, risks, and improvement opportunities.
  • Support inspections, testing, punch list resolution, and final acceptance during project closeout.
