DSHS HCLA Quality Improvement Coordinator
About The Position
The Home and Community Living Administration (HCLA), Residential Care Services (RCS) is currently seeking a dynamic, motivated, and culturally competent Quality Improvement Coordinator. Residential Care Services (RCS) is responsible for the state licensure oversight of nursing homes, assisted living facilities, adult family homes, enhanced service facilities, and certification of community residential service and support providers. RCS also serves as the State Agency responsible for the Medicaid and/or Medicare certification of nursing homes and Intermediate Care Facilities for Individuals with Intellectual Disabilities (ICF-IID) through the Centers for Medicare and Medicaid Services (CMS). There are over 7100 facilities, and potentially 67,000 vulnerable residents in these settings each day.
Requirements
- Master’s degree in Business, Informatics, Public Administration, Health, or a related Community Health Care field or related field and two years of experience in quality improvement and performance management preferably in long-term care regulatory environments; experience in effective training and writing curriculum and experience with long-term care applications and reports preferred.
- OR a bachelor’s degree in Business, Informatics, Public Administration, Health, or a related Community Health Care field or related field and four years of experience in quality improvement and performance management preferably in long-term care regulatory environments; experience in effective training and writing curriculum and experience with long-term care applications and reports review and analysis.
- OR an associate’s degree with additional experience as specified above may substitute for the year per year of the required education.
- OR Six years of professional experience in quality improvement and performance management preferably in long-term care regulatory environments; experience in effective training and writing curriculum and experience with long-term care applications and reports review and analysis.
- Quality improvement skills and abilities.
- Informatics/business intelligence/analytics.
- Developing and implementing training curriculum.
- Ability to synthesize, analyze and evaluate complex issues and multiple perspectives to make critical decisions, and problem-solve.
- Ability to analyze laws, regulations, and statements of deficiencies.
- Excellent oral and written communication skills.

Responsibilities
- Work closely with the Office Chiefs, Regional Administrators, and regional Field Staff to improve regulatory oversight operations
- Coordinate with all units within the division to identify gaps in the processes and systems governing RCS regulatory oversight operations
- Develop and execute quality improvement systems which assist RCS staff to effectively perform duties as required by federal and state laws and regulations
- Respond to audits and oversee the ongoing activities required of audits
- Development and maintenance of Standard Operating Procedures, as well as associated forms to complete regulatory inspections and investigations
- Design and develop reports, evaluate trends, and analyze performance data.
