About The Position

The State of Connecticut, Department of Children and Families (DCF), Revenue Enhancement Division, is seeking to fill a part-time, twenty (20) hours per week, Quality Assurance Reviewer position. This position is critical in supporting DCF's responsibilities around Title IV-E eligibility, claiming, and reimbursement, as well as ensuring compliance with applicable federal and state requirements. The Quality Assurance Reviewer will be responsible for conducting structured quality assurance reviews of Title IV-E eligibility determinations for foster care, adoption, subsidized guardianship, and prevention services. The position will review case documentation and eligibility determinations for accuracy and compliance, identify trends and areas for improvement, and assist with monitoring and implementing Title IV-E State Plan requirements. The position will also support federal audits and program reviews by assisting with documentation, identifying corrective actions, and monitoring compliance outcomes. The Quality Assurance Reviewer will collaborate with program, fiscal, policy, and other agency staff to communicate QA findings, provide recommendations, and support consistent application of Title IV-E requirements. The position will also assist in identifying process improvements and strengthening the accuracy and reliability of eligibility determinations and related claiming activities.

Requirements

  • Seven (7) years of technical experience in the determination of client eligibility for public assistance or investigation of real or personal client assets in conjunction with eligibility determinations.
  • One (1) year of the General Experience must have been in the class of Eligibility Services Specialist or Social Services Lead Investigator.
  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in a closely related area may be substituted for one (1) additional year of the General Experience.

Responsibilities

  • Reviews cases through case record analysis and full field investigation for conformance with pertinent state laws, regulations, policies and federal regulations
  • Pursues each case to a definitive conclusion on eligibility and correctness of payment or documentation
  • Identifies or assists in identifying broad causes for ineligibility and incorrect payments or documentation and suggests various corrective actions
  • Works with department or division to help implement corrective actions
  • Undertakes high priority special reviews and projects
  • Completes and ensures accuracy of required federal and state reports

  • Maintains policy manuals and provides updates in response to changes in state and federal laws or regulations
