About The Position

PCSI is looking for a Quality Control Manager to oversee quality and safety for their Camp Bullis team. This contract focuses on grounds maintenance, janitorial, and other building maintenance trades. The Quality Control Manager inspects completed work and provides some supervisory oversight to employees. The Quality Control Manager maintains inspection data in a Quality Management system used to identify trends and root causes of issues and continue to improve processes. This role also partners with PCSI's safety department, training employees and investigating accidents and incidents. This position is based on Camp Bullis in San Antonio, TX. Typical hours are a Monday-Friday day shift.

Requirements

  • High school diploma or GED equivalent.
  • Experience training/supervising employees, including coaching and skill development.
  • Experience in general facilities maintenance; experience including grounds maintenance and custodial work preferred.
  • Ability to pass criminal, financial, drug, and driving screening.
  • Possess a valid driver’s license and maintain a good driving record.
  • Exposure to outside conditions, extreme heat and cold weather.
  • Potential exposure to dirt, dust, odors, chemicals, and infectious diseases.
  • Ability to drive to remote base locations to conduct inspections using a company vehicle.
  • Ability to work flexible hours when needed.
  • Ability to travel by air up to 15%.

Nice To Haves

  • Experience with quality control standards and quality systems.
  • Experience in root cause analysis, data analysis, and preventive/corrective action.
  • Experience managing a safety program in accordance with OSHA or EM385.1.1 standards.
  • OSHA 30hr Construction or OSHA 500 certification.

  • Excellent written, oral, and interpersonal communication skills.
  • Advanced knowledge of PC functions/software e.g., MS Office and working knowledge of pivot tables.

Responsibilities

  • Manage, maintain and promote awareness of the Quality Management System (QMS) in accordance with corporate quality directives and the ISO 9001 standard.
  • Develop, implement, and monitor PCSI’s site-specific Quality Management System (QMS), validate operational controls are in place for all requirements and that quality inspections and/or audits are performed in accordance with the site-specific Quality Control Plan (QCP).
  • Collaborate with and assist PCSI Operations in standardizing and implementing operational controls e.g., procedures/work instructions, checklists, training plans, etc.
  • Conduct and document process and system inspections or audits using written procedures as standards for inspection.
  • Inspect water tanks, generators, heavy equipment, vehicles and HVAC preventative maintenance and schedule conformance.
  • Inspect janitorial and grounds maintenance work performed.
  • Measure, monitor, and analyze processes and implement actions to meet goals and drive continual improvement.
  • Obtain and maintain quality data required to support management review efforts at site/corporate levels.
  • Support all goals, objectives, policies and priorities for the PCSI Safety Program in accordance with EM385-1-1.
  • Provide onsite employee safety, equipment, tool, and process training.
  • Lead and drive compliance of PCSI’s safety and health program, promoting a positive culture of safety.
  • Facilitate and conduct monthly safety meetings, required safety training, hazard inspections/assessments and all other safety related responsibilities in accordance with PCSI’s safety program.
  • Lead all Mishap Investigations of accidents and incidents that involve PCSI employee injuries or property damage, while identifying root cause(s) and corrective actions.
  • Review and update PCSI JHA, Job Hazard Analysis, for new work and/or changes of existing work to capture all hazards and controls relating to the employee’s scopes of work.
  • Oversee the site SDS compliance, ensuring all chemical safety data sheets are current, accessible, and in alignment with regulatory requirements.
  • Ensuring the activities called for by the site-specific QCP are given priority, provide additional operational support, to include shared office duties.
  • Provide backup to operations leadership when the Project Manager is not on premises, approximately 40 days per year.
  • Support the Project Manager as needed with overseeing employee assignments, administering personnel policies, processing employee paperwork, and ordering supplies.
  • Maintain consistent positive customer relations through written and verbal professional communications and respond to customer inquiries.
