The Quality Care Manager is responsible for implementing and managing the Quality Control Program to ensure all contract services meet performance standards. The QCM operates independently from PM/APM. This job is CONTINGENT upon contract award, client approval, completion of a favorable background investigation, and the ability to obtain and maintain a Public Trust / High Risk clearance.

Requirements

  • Board certification and licensure of Physician’s Assistant, Nurse Practitioner, or Registered Nurse (RN) with the appropriate credentials and licenses with a minimum of three (3) consecutive years’ experience.
  • Within the last three (3) years, successfully managed or worked as the Quality Control Manager or demonstrated knowledge of a commercial or government quality control plan.
  • Possess knowledge of, or experience with, a health unit, an urgent care clinic, doctor’s office, or emergency department.
  • Proficient in oral and written communication in English.
  • Able to use a computer to communicate via email and retrieve reports and provide reports to the Contracting Officer/COR.
  • Proficient in the use of Microsoft Word and Excel.
  • Possess a valid United States Driver's License.

Responsibilities

  • Developing, implementing, and maintaining the Contractor’s Quality Control (QC) program in support of Enterprise Health Unit Services (EHUS) across all FLETC locations.
  • Serving as the central authority for quality assurance and performance management, ensuring all services are delivered in strict compliance with the Performance Work Statement (PWS), Quality Assurance Surveillance Plan (QASP), and Performance Requirements Summary (PRS).
  • Providing independent oversight of clinical and operational performance, identifying trends and deficiencies, and implementing corrective actions to ensure continuous improvement and adherence to acceptable quality levels (AQLs).
  • Interfacing directly with Government stakeholders, including the Contracting Officer (CO) and Contracting Officer’s Representative (COR), and ensuring all reporting, inspections, and corrective actions are executed in accordance with contract requirements and timelines.
  • Conducting minimum 30% random sample walk-through inspections of all health unit services across Glynco, Artesia, and Charleston.
  • Reporting ALL quality control findings directly to the Contractor's Corporate Office.
  • Presenting all inspection findings to the CO/COR/CMO by the fifth training day of each month.
  • Overseeing, directing, and managing Quality Control Personnel at Artesia, NM and Charleston, SC.
  • Ensuring QC inspections at Artesia and Charleston are performed by site QC Personnel and reported only to the QCM.
  • Developing corrective action plans for identified deficiencies; scheduling follow-up inspections with the COR.
  • Maintaining a complete QC inspection file throughout the contract; this file is Government property.
  • Submitting monthly QC report to COR by the 15th of each month, including defect trends and corrective actions.
  • Including in monthly report: number of items signed out (equipment issued).
  • Transferring all QC files to the COR/CO within 10 calendar days after contract completion or termination.
  • Traveling to Artesia and Charleston to perform and oversee on-site inspections as needed.
