About The Position

North Wind General Contractors, LLC (NWGC) is seeking a Quality Control Manager (QCM) for an on-site role managing daily QC responsibilities on a USCG task order under an IDIQ contract in Sitka, AK. This position is crucial for ensuring the project adheres to established minimum standards and specifications. The QCM will oversee and review the documentation and physical inspection phases of the work-flow process, coordinating with personnel, subcontractors, suppliers, and clients to deliver and document a quality product. NWGC is a small business firm providing comprehensive construction services and is part of a larger organization under Cook Inlet Region, Inc. (CIRI).

Requirements

  • High School Diploma or GED.
  • A minimum of five (5) years of combined experience as Project Superintendent, QC Manager, Project Manager, Project Engineer, or Construction Manager on federal construction renovation projects with multiple trades in Alaska.
  • A minimum of two (2) years of experience as a QC Manager.
  • Knowledge and experience implementing the USACE Three Phases of Quality Control.
  • 30-hour Construction Safety training and certificate.
  • Thorough knowledge of EM 385-1-1.
  • CPR – First Aid certification.
  • Experience in hazard identification and safety compliance.
  • Experience working with environmental regulatory agencies such as ADEQ.
  • Familiarity with the requirements of 29 CFR 1910 and 29 CFR 1926.
  • Working knowledge of computer systems such as Adobe, Microsoft Excel, Outlook, and Word.
  • Strong interpersonal skills and high-level proficiency in written and verbal communication.
  • Ability to work independently with minimal direction.
  • Ability to be flexible and adapt to constant change.
  • Knowledge of acceptable construction site practices, including occupational safety and health regulations.
  • Ability to understand and implement applicable local, state, and federal codes and regulations.
  • Must be able to meet the standards required to obtain and hold general clearance for access to military installations.
  • Valid Driver’s License compliant with REAL ID ACT.
  • Must be able to pass pre-employment background check and drug screening.
  • Must be local to Sitka, AK or willing to relocate.
  • Proof of citizenship will be required as a condition of employment.
  • Candidates may be required to obtain and hold a Secret or Higher US Government Clearance.

Nice To Haves

  • USACE Construction Quality Management for Contractors (CQM-C) certificate or ability to obtain at the time of hire.
  • Federal / DoD construction project experience is preferred.

Responsibilities

  • Lead planning, development, and implementation of the Quality Control Management Plan and system for all work divisions from notice to proceed through final customer acceptance.
  • Establish and lead quality control initiatives, activities, and corrective actions.
  • Review project specifications for project quality requirements and ensure work performed on site complies with contract requirements.
  • Review shop drawings and submittments for conformance with project specifications, leveraging team expertise when necessary.
  • Coordinate the approval of material submittals and track their status.
  • Conduct weekly QC meetings with the superintendent and provide daily QC reports.
  • Manage Non-Conformance Notices and the Request for Information process through corrective action.
  • Manage and resolve issues in conjunction with the project superintendent and project manager.
  • Record daily quality control observations on all construction activities in daily inspection logs and take progress photos.
  • Create, update, and maintain project submittal logs and all other project-specific quality control reports.
  • Conduct preparatory, initial, and follow-up meetings to establish an understanding of construction standards for each definable feature of work.
  • Verify and document that all materials received for the project conform with approved submittals and contract specifications.
  • Verify all onsite materials are handled and stored properly.
  • Conduct preconstruction meetings with the superintendent and subcontractors before each new phase of work.
  • Document and maintain project-specific test and inspection logs.
  • Ensure testing facilities, laboratories, and equipment conform to specification requirements.
  • Verify testing procedures meet requirements, calibrations are current, and review/verify test reports meet contract requirements.
  • Conduct follow-up inspections to verify work is performed in accordance with contract documents and approved submittals.
  • Coordinate and document the testing and commissioning of building systems.
  • Record and distribute Contractor and Government punch list items and verify their completion prior to Final inspection.
  • Document final inspections, certificates of occupancy, and acceptance of completed work.
  • Maintain the project "as-built" drawings on a daily basis.
  • Assemble and submit project closeout documents, including O&M manuals, "as-builts", and warranties.
  • Stop work if necessary to resolve matters affecting safety or quality.
  • Serve as an alternate SSHO (Superintendent of Safety and Health Officer).
