The Quality Control Manager (QCM) is the Contractor’s primary on‑site authority responsible for planning, implementing, documenting, and maintaining the complete Quality Control program in accordance with Division 01 – General Requirements of the contract, including all testing, inspections, reporting, corrective actions, compliance tracking, and closeout documentation. The QCM ensures all work meets contract specifications, codes, standards, and regulatory requirements and serves as the direct liaison with the Contracting Officer (CO) regarding all QC matters. This role provides daily on‑site QC oversight, independent from construction production duties, with authority to stop work and direct corrective actions.

Requirements

  • In-depth understanding of various construction projects, with an emphasis on facility sustainment, renovation, and modernization (SRM) type projects. A minimum of 7 years of experience managing construction projects and 3 years of recent experience acting in a similar capacity.
  • Demonstrated knowledge of construction means and methods
  • In-depth knowledge and ability to read prints, plans, schedules, and inspection reports
  • Expenses for working on projects for federal agencies are required
  • Strong familiarity and implementation of USACE EM 385-1-1 and OSHA 1910/1926
  • Understanding of USACE Construction Quality Management processes and procedures
  • Required Certifications: USACE CQM and OSHA 30
  • Must be able to read, analyze, and interpret
  • Communicate clearly and succinctly on a professional and technical
  • Must be able to document issues and resulting
  • Must be able to solve complex
  • Must possess basic computer skills for word processing, spreadsheets, scheduling,

Responsibilities

  • Quality Control: Implementing quality control requirements, procedures, and documentation utilizing the USACE 30-phases of Construction. Recognize and stop work that is non-conforming with the project requirements and ensure corrective measures are taken on time.
