About The Position

Leads contractor quality control for Missile Defense Agency (MDA) Property Management and Supply Chain Operations (PMSCO) warehouse and receiving-area requirements. Develops, implements, maintains, and improves the Quality Control Plan (QCP) and Quality Program Plan. Provides independent internal oversight of warehouse, receiving, shipping, storage, Packaging, Handling, Storage, and Transportation (PHS&T), Government property accountability, inventory, safety, documentation, and storage-capacity activities. Evaluates compliance with Performance Work Statement (PWS) requirements, identifies performance risks and deficiencies, drives corrective action, and verifies corrective-action effectiveness. This position does not provide operational supervision of warehouse personnel. As required by our governmental client, this position requires an active SECRET clearance to be considered or the ability to attain one. A government contract requires that this position be restricted to U.S. citizens or legal permanent residents. You must provide documentation that you are a U.S. citizen or legal permanent resident to qualify.

Requirements

Active Top Secret security clearance.
Bachelor’s degree in quality management, logistics, supply chain management, business, operations management, industrial engineering, or a related field.
At least 8 years of relevant experience in quality control, quality assurance, warehouse operations, receiving, logistics, supply chain management, Government property management, transportation, PHS&T, or a related defense or Government environment.
At least 3 years of experience developing, implementing, managing, or assessing quality-control, quality-assurance, compliance, inspection, audit, or corrective-action programs.
Demonstrated experience conducting inspections, assessing performance against requirements, documenting findings, analyzing trends, developing corrective actions, and verifying corrective-action effectiveness.
Experience supporting warehouse, receiving, shipping, storage, inventory, property accountability, PHS&T, transportation, or material-handling operations.
Working knowledge of quality-control principles, including inspection planning, sampling, objective evidence, nonconformance documentation, root-cause analysis, corrective action, preventive action, and continuous improvement.
Working knowledge of Government property life-cycle management, including receipt, identification, records management, inventory, reconciliation, transfer, loss reporting, excess, and disposition.
Working knowledge of FAR 52.245-1, FAR 45.502, DoD Instruction 5000.64, MDA Instruction 5000.64, DLA disposition procedures, MIL-STD-130, and related Government property-accountability requirements.
Experience reviewing warehouse, logistics, inventory, or property data in Government or commercial systems. Familiarity with IMS, BMC Helix, ELMS, DoD IUID Registry, PIEE, DLA ETIDS, Kinetic Service Request database, or comparable systems is required.
Experience supporting DCMA, OIG, OSHA, environmental, safety, logistics, warehouse, property-management, or other Government audits, inspections, surveillance, or regulatory reviews.
Working knowledge of OSHA requirements and warehouse safety practices, including forklift operations, hazardous-material handling, hazardous-waste awareness, storage safety, PPE, material-handling equipment, and incident reporting.
Ability to prepare clear inspection reports, quality records, data analyses, corrective-action plans, briefings, and recommendations for contractor and Government leaders.
Strong written, verbal, analytical, organizational, and interpersonal communication skills.
Proficiency with Microsoft Excel, Word, Outlook, PowerPoint, and Teams.
Ability to travel approximately 15–30%, including CONUS and OCONUS locations.
CAC, or ability to obtain one through a federal investigation.
Ability to pass drug screening and a federal background check.
Mut pass pre-employment requirements of Cherokee Federal.

Responsibilities

Develop, implement, maintain, and continuously improve the PMSCO QCP and Quality Program Plan.
Establish and manage a quality-control inspection system for warehouse and receiving operations, including data quality, documentation accuracy, packing, shipping, receiving timeliness, and storage-capacity management.
Develop inspection schedules, checklists, sampling methods, observation protocols, acceptance criteria, and quality records.
Conduct periodic and targeted quality inspections based on workload, mission risk, performance trends, Government direction, audits, and operational changes.
Independently inspect warehouse and receiving operations at core locations, including the National Capital Region, Colorado Springs, Huntsville, and Dahlgren.
Verify that warehouse and receiving activities are safe, secure, clean, organized, environmentally compliant, and mission ready.
Assess receiving processes, including delivery validation, property inspection, discrepancy documentation, overage/shortage management, and establishment of records in the Inventory Management System (IMS).
Review receiving documentation and transactions for accuracy, completeness, timeliness, traceability, tagging, storage, and accountable-property compliance.
Evaluate warehouse storage, location control, material handling, facility monitoring, packing, loading, unloading, shipping, and property movement.
Verify proper use and serviceability of material-handling equipment, including racks, pallets, forklifts, hand trucks, scales, tie-downs, banding equipment, and wrapping equipment.
Assess storage-capacity management and ensure customer requirements—such as size, weight, cube, quantity, special handling, environmental controls, security, maintenance, and support equipment—are documented and considered.
Inspect packing, shipping, and transportation-support processes for procedural compliance, safety, schedule performance, economical transportation selection, and required approvals for expedited shipping.
Review outbound shipping documentation, including DD Form 1149, commercial-carrier records, MILAIR documentation, shipment notifications, tracking data, and damage/discrepancy reports.
Conduct quality reviews of records and transactions in IMS, BMC Helix, ELMS, the DoD IUID Registry, PIEE, DLA ETIDS, Kinetic Service Request database, and other approved systems.
Evaluate Logistics Product Data accuracy, completeness, and timeliness; identify data anomalies, recurring errors, missing documentation, and risks to ELMS accountable-property records.
Review property identification and tagging for compliance with approved procedures and MIL-STD-130, including required asset identifiers, UIIs, barcodes, and “U.S. Government Property” markings.
Assess inventory-management performance for initial inventories, annual capital-asset inventories, biennial inventories, Inventory by Exception activities, reconciliations, inventory reports, and contract-closeout inventories.
Review inventory discrepancies, unaccounted-for property, and Lost, Theft, Damaged, or Destroyed (LTDD) actions for compliance with notification, investigation, documentation, reporting, and records-update requirements.
Evaluate LTDD, FLIPL, DLA ETIDS, PIEE, and relief-of-responsibility documentation for completeness, accuracy, traceability, and compliance.
Review excess-property, transfer, reutilization, warranty and maintenance returns, recycling, demilitarization, and disposal documentation, including DD Form 1150, DD Form 1348-1A, DLA Form 2500, and Plant Clearance Case records.
Evaluate compliance with safety, environmental, hazardous-material, hazardous-waste, security, classified-handling, IT-access, and housekeeping requirements.
Coordinate with the Warehouse and Receiving Supervisor to confirm monthly OSHA inspections are completed, deficiencies are corrected, and findings are tracked to closure.
Monitor training, certifications, licenses, and qualifications for personnel performing forklift, vehicle, hazardous-material, hazardous-waste, material-handling, shipping, and receiving duties.
Assess quality impacts related to Government vehicles and material-handling equipment, including inspection, maintenance, operator certification, key and fuel-card accountability, accident reporting, and recordkeeping.
Maintain quality-control findings logs, corrective-action trackers, inspection records, trend analyses, and supporting evidence.
Analyze quality data to identify root causes, recurring deficiencies, performance trends, emerging risks, and process-improvement opportunities.
Develop and coordinate corrective-action plans with the On-site Program Manager and Warehouse and Receiving Supervisor; verify actions resolve deficiencies without creating additional risks.
Immediately elevate significant concerns involving Government property, safety, security, environmental compliance, mission-critical shipments, inventory integrity, material damage, or potential contract noncompliance.
Support Government surveillance, DCMA reviews, OIG audits, OSHA inspections, environmental reviews, property-management audits, and other inspections.
Review and recommend updates to warehouse, property-management, inventory, safety, receiving, shipping, and records-management procedures and SOPs.
Provide quality-control input to required deliverables, including Monthly Status Reports, Government Property Inventory Reports, Quality Program Plans, Safety Mishap and Prevention Plans, SOP reviews, inventory-disposal documentation, and Management Plans.
Develop and deliver quality-awareness training, feedback sessions, and lessons learned for supervisors, Logistics Specialists, and other personnel.
Participate in transition, continuity-of-operations, emergency-response, surge-planning, deployment, inventory, and mission-critical-event activities.
