About The Position

The Quality Assurance Manager will work closely with and under the direction of the Naval Test Wing Pacific (NTWP) Program Director and functionally align with the Aerospace & Defense Services (A&D) Headquarters Operational Excellence team. This position will primarily have oversight of both NTWP locations (Pt. Mugu, VX-30 and China Lake, VX-31) Quality Management System. The role involves managing through guidance, direction, and leadership to experienced professionals, ensuring adherence to established company quality policies, practices, standard operating procedures (SOP), and government regulations. The manager will ensure the quality of services purchased, processed, tendered, and/or distributed by the company, interpret technical direction from aviation maintenance manuals and directives, and administer policies, processes, and procedures affecting Company Functional Departments and Programs. Responsibilities include advising operating units on quality control standards and improvement opportunities related to raw materials, chemicals, packaging, shipping, materials handling, procedures, processes, and finished products. The role requires conducting Quality Management System Audits, writing detailed quality reports, entering and interpreting data tracking information in Excel, and monitoring data trends. The manager must ensure prompt initiation and oversight of any suspected negative trends, conduct investigations, and collect/trend associated systemic data. Exceptional guidance and collaboration skills are necessary, along with the ability to positively influence internal and external teams to ensure quality standards are met. The role involves implementing methods and procedures for inspecting and evaluating products, documentation, and certifications for supplier-provided parts, material, and equipment. Analysis of inspection processes, mechanisms, and quality assurance reviews, along with statistical analysis to assess products or materials that do not meet required standards and specifications, are key functions. Ensuring corrective measures meet acceptable reliability standards and that documentation is compliant with requirements is also crucial. The ability to adapt quickly to a rapidly changing environment to meet customer needs is essential. The position provides oversight for the development and maintenance of quality programs, processes, and procedures that ensure compliance with policies and that the performance and quality of services conform to established standards and agency guidelines. Expertise and guidance in interpreting policies, regulatory and/or governmental regulations, and agency guidelines to assure compliance are required. The manager will work directly with operating entities to provide process analyses oversight and assist in maintaining, reviewing, and updating the Quality Management System, programs, policies, and procedures as required.

Requirements

  • Extensive background in aircraft maintenance and quality assurance.
  • Minimum of 10 years of experience in direct aircraft maintenance repair and inspection.
  • Of the ten years of experience, six years shall be in a supervisory position responsible for assigning quality assurance program workloads and performing quality assurance monitoring functions.
  • Experience supervising quality assurance personnel supporting scheduled and unscheduled maintenance.
  • 4790 experience.
  • Active passport with at least 18 months remaining to expiration.
  • Ability to challenge ideas and decisions and implement with commitment the selected decision, once made.
  • High level of comfort with briefing/training/talking with senior leaders, peers, and first-line employees.
  • Ability to coordinate directive guidance and accommodate an audience that does not report to you.
  • Ability to span differences between various customers.
  • Proficient in MS Office (Word, Excel, PowerPoint).
  • Must be able to pass a detailed background investigation.
  • Must be able to be granted access to military installations.
  • Must be able to travel to off-site locations and conduct audits or quality reviews.
  • BA/BS from an accredited college or university in engineering, business, logistics, management, math, sciences, and professional aeronautics.
  • Sufficient knowledge and experience to effectively assume responsibility for the overall quality of the Contractor maintenance effort in accordance with the CNAFINST 4790.2 (series).
  • Experience implementing and working with Quality Management System requirements in Government contracting such as ISO 9120, 8210.

  • 9120 and 8210 preferred.
  • Technical proficiency as an aircraft mechanic (preferred).
  • Technical proficiency as an aircraft quality inspector (preferred).
