The Quality Assurance Manager will work closely with and under the direction of the Naval Test Wing Pacific (NTWP) Program Director and functionally align with the Aerospace & Defense Services (A&D) Headquarters Operational Excellence team. This position will primarily have oversight of both NTWP locations (Pt. Mugu, VX-30 and China Lake, VX-31) Quality Management System. The role involves managing through guidance, direction, and leadership to experienced professionals who exercise latitude and independence in their assignments. The manager ensures adherence to and compliance with established company quality policies, practices, standard operating procedures (SOP), and government regulations. They are responsible for ensuring the quality of services purchased, processed, tendered, and/or distributed by the company. This includes interpreting technical direction from aviation maintenance manuals and directives and administering policies, processes, and procedures that affect Company Functional Departments and Programs. The role also advises operating units on quality control standards and opportunities for improvement related to raw materials, chemicals, packaging, shipping, materials handling, procedures, processes, and finished products. The manager is capable of conducting Quality Management System Audits, writing detailed quality reports, and entering data tracking information into spreadsheets. They will interpret collected data, implement and monitor data tracking and trending, and understand information provided through analysis of trended data, ensuring prompt initiation and oversight of any suspected negative trends and conducting investigations. The position requires exceptional guidance and collaboration skills, with the ability to positively influence internal and external teams to ensure quality standards are in place and complied with. This includes implementing methods and procedures for inspecting and evaluating products, documentation, and certifications for supplier-provided parts, material, and equipment. The manager will analyze inspection processes, mechanisms, conduct quality assurance reviews, and perform statistical analysis to assess products or materials that do not meet required standards and specifications, ensuring corrective measures meet acceptable reliability standards and documentation is compliant. The role requires adapting quickly to a rapidly changing environment to meet customer needs. The manager provides oversight for the development and maintenance of quality programs, processes, and procedures that ensure compliance with policies and that the performance and quality of services conform to established standards and agency guidelines. They provide expertise and guidance in interpreting policies, regulatory, and/or governmental regulations, and agency guidelines to assure compliance, working directly with operating entities to provide process analyses oversight on a continuing basis. Assistance is provided as required to ensure the Quality Management System, programs, policies, and procedures are maintained and reviewed and updated as required.
