About The Position

The Dauphin County Human Services Director's Office is seeking a full-time Quality Assurance Management Analyst Supervisor to perform supervisory and technical analytical work related to child welfare and older adult services. This role involves leading the Quality Assurance Unit in conducting studies, gathering data, performing case record reviews and inspections, analyzing findings, and preparing reports. The supervisor will manage case record reviews, foster a culture of continuous improvement, and apply knowledge of statistics for data collection and analysis. Responsibilities include meeting with departmental officials to review results, provide case management analysis, and optimize internal processes. The position is part of the Supervisors group and requires attendance at monthly supervisor meetings across Human Services departments. The employee will exercise independent judgment in directing subordinates and making technical decisions, with completed work reviewed by the Director of Human Service Initiatives and Human Services’ Administrators.

Requirements

  • Three years of progressively responsible experience in technical management analysis work which included evaluating work methods, procedures or organizational structures.
  • A bachelor's degree.
  • Knowledge of statistics and the proper methods to collect data, employ the correct analyses, and effectively present the results.
  • A valid driver’s license and positive driving record at the time of hire.
  • A favorable criminal background check, child abuse and FBI clearances, as well as favorable references at the time of hire.
  • Proof of a valid Pennsylvania driver’s license within 60 days from the date of hire (or an alternative form of identification if driving is not an essential function and eligibility for PA license is an issue).

Responsibilities

  • Supervising the Quality Assurance Unit staff in conducting studies, gathering background data, conducting interviews, case record reviews, case record meetings, and inspections.
  • Analyzing data, developing conclusions and recommendations, and preparing oral and written reports.
  • Managing all activities related to case record reviews.
  • Building the infrastructure for a culture of continuous improvement among all staff.
  • Meeting and discussing results with departmental officials.
  • Furnishing sound case management analysis techniques.
  • Ensuring optimization of internal services and processes.
  • Attending monthly supervisor meetings within all Human Services departments, as directed.
