About The Position

The Department of Children, Youth and Families (DCYF) is looking for a Quality Assurance Administrator that will have a statewide role of development, management, and oversight of the quality assurance program for Juvenile Rehabilitation’s (JR) residential programs. This position provides strategic planning around model fidelity and performance improvement. This position currently supervises three Quality Assurance Managers with the potential of additional direct reports related to quality assurance, as the Performance Improvement portion of this division is developed. The Opportunity: You'll lead a dedicated team of Quality Assurance Managers. We're a collaborative, mission-driven division, where quality assurance, training, policy, and intervention all work side by side. You'll provide expert consultation directly to JR leadership, superintendents, and program administrators, and your analyses will inform executive-level decisions statewide. The position is based at our Olympia headquarters at 1500 Jefferson St. SE, with a Monday–Friday, 8:00 to 5:00 schedule. We support flexibility through telework and flextime, balanced with periodic statewide travel to observe our residential programs in person. Requirements

  • A Bachelor’s degree in Social Sciences, Social Services, Public Administration, or a closely related.
  • Five years of professional experience in a social service setting, particularly related to quality assurance of therapeutic environments in secure settings.
  • Advanced knowledge and experience in juvenile justice, including evidence-based prevention and intervention methods, the juvenile justice continuum of care, and the role of quality assurance in treatment programs.
  • Professional experience applying, monitoring, or evaluating evidence-based practices within residential, behavioral health, or juvenile justice settings.
  • Experience supervising professional staff and supporting staff development related to program standards, assessment reliability, and quality assurance practices.
  • Experience developing or implementing program standards or fidelity monitoring processes.
  • Experience analyzing data, applying basic inter-rater reliability practices, and preparing reports for leadership decision-making.
  • Knowledge of: JR’s residential treatment model and other evidence-based interventions used within juvenile justice settings
  • Knowledge of: Evidence-based programs designed to reduce recidivism.
  • Knowledge of: Statewide performance management practices, guidelines, and reporting expectations.
  • Knowledge of: Best practices for addressing adolescent behavioral health needs.
  • Knowledge of: Quality assurance principles, fidelity monitoring, and methods for evaluating the effectiveness of evidence-based treatment models.
  • Knowledge of: Basic statistical concepts and data interpretation.
  • Knowledge of: Strategic planning, system development, and organizational improvement processes.
  • Knowledge of: Relevant RCWs and WACs governing juvenile justice.
  • Knowledge of: Cultural competency.
  • Communicate clearly and effectively in both written and verbal formats, including the ability to present complex information in a professional and objective manner.
  • Build and maintain effective working relationships with diverse groups, agencies, and stakeholders.
  • Interpret and apply research, best practices, and emerging literature to inform program development and quality assurance.
  • Provide expert consultation and guidance on evidence-based practices and quality assurance systems.
  • Support staff development, coach teams, and ensure reliability and consistency in assessment and quality assurance processes.
  • Analyze data, identify trends, and translate findings into actionable recommendations for leadership.
  • Apply cultural responsiveness and equity-focused practices in program development and service delivery.
  • At least two years of driving experience and a valid driver’s license.

Responsibilities

  • Provide ongoing quality assessments (Environmental Adherence and other relevant assessments) to ensure effective implementation and sustained adherence to JR’s residential treatment model across all residential programs.
  • Design, develop, and monitor standards, assessment tools, and evaluation processes related to JR’s residential treatment model and its various modes of service delivery.
  • Provide technical assistance and oversight of programmatic consultation for Superintendents, Regional Administrators, and Community Facility Administrators.
  • Supervise and support the professional development of Quality Assurance Managers.
  • Develop performance measures for JR and establish processes for data collection, analysis, and reporting.
  • Analyze data and prepare reports to inform management decisions and improve service delivery processes.
  • Maintain and model the highest level of competency in JR’s residential treatment model, including the ability to demonstrate fidelity across all modes of service delivery.
