About The Position

The Performance Analyst supports the mission of the Agency by working with Department of Human Services’ (DHS) colleagues to define and implement performance improvement projects, such as exploring innovative ways to improve access to public benefits like the Supplemental Nutrition Assistance Program (SNAP). Through these initiatives, the Performance Analyst will drive transformational changes that make a real difference for Maryland communities. The Performance Analyst reports to the DHS Assistant Deputy Director and is a key member of the Quality Assurance and Compliance Division which is responsible for leading the design and implementation of a performance management strategy for DHS. This work extends across DHS's three administrations (Family Investment. Social Services, and Child Support) and 24 local departments. The Performance Analyst will also support statewide efforts, such as driving progress on state plan priorities in collaboration with the Governor’s Office. Broadly, the Performance Analyst has four job functions: (I) Performance Improvement Recommendations & Strategy. (2) Analysis & Problem-Solving. (3) Collaboration & Project Management. and (4) Communications.

Requirements

  • Graduation from an accredited high school or possession of a high school equivalency certificate.
  • Three years of administrative staff or professional work.
  • Candidates may substitute 30 college credit hours from an accredited college or university for each year up to two years of the required experience.
  • Candidates may substitute the possession of a Bachelor's degree from a college or university for the required experience.
  • Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.

Nice To Haves

  • Six months of experience working in Human Services.
  • Six months of experience in local, state, or federal government consulting.
  • One year of experience in data analytics and using Qlik software.
  • One year of experience in auditing government programs.

Responsibilities

  • Consolidate data from a variety of sources for weekly, monthly and quarterly reporting.
  • Present the data and identity trends through charts and graphs to illustrate and assist with the analysis and interpretation of data.
  • Ensure accurate and timely completion of data reports in accordance with Federal, State, County, Agency, and other applicable policies, procedures and guidelines.
  • Prepare State and County Reports, including assisting in consolidation of data for reporting to the Director and the Assistant Director.
  • Manage assigned databases on the shared drive for the respective programs.
  • Format each update to the database on a monthly basis according to the specifications provided by the user.
  • Ensure the integrity and uniformity of the databases and the respective reports.
  • Participate in activities, collect and analyze data. and create reports designed to improve program compliance, program integrity, and promote process effectiveness. This could include Agency appeal hearings statistics and external audits. This also includes participation in, and data collection for quadrennial reaccreditation activities.
  • Assists with developing and modifying databases and tools for monitoring investigations and administrative reviews in accordance with Federal, State, County, Agency, and other applicable policies, procedures and guidelines.
  • Independently plans, develops, conducts or supervises the conduct of studies and analyses of agency programs, organizations, procedures or systems.
  • Formulates final reports and effective recommendations based on analyses conducted.
  • Prepares or supervises the preparation and development of management tools such as procedural manuals, statistical reports, work-flow charts, performance measurement criteria or organization charts.
  • Participates in the formulation, establishment or modification of program goals and objectives through analysis of alternatives, trends, available resources and projected program needs.
  • Participates in the program planning process by developing forecasts, proposals or procedures for orderly growth and expansion.
  • Confers with other administrative officials, program heads, staff specialists or others in order to exchange information pertaining to the program, or interpret policies or offer recommendations.
  • Advises departmental officials regarding administrative practices, procedures or policies.
  • Coordinates inter-agency transactions and provides liaison with officials in other agencies in the State, legislature, the federal government, private industry or local government agencies.
  • May provide assistance to a higher-level administrator in the formulation and preparation of an agency's budget or portions of the budget.
