Plans, directs, manages, and oversees the activities and operations of the City’s centralized purchasing and contract administration functions. Ensures procurement activities comply with federal, state, and local laws, including Texas Local Government Code, while promoting transparency, competition, fiscal responsibility, and operational efficiency. This position develops procurement policies, manages formal solicitations (IFBs, RFPs, RFQs), oversees contract lifecycle administration, supervises purchasing staff, and serves as the City’s subject matter expert on public procurement and contracting.
