The Purchasing Administrator oversees daily operations of procurement functions in accordance with County, State, and Federal laws, rules, regulations, and ordinances. The position involves assisting in managing day-to-day functions and assignments of employees engaged in the County’s acquisition of goods, services, and materials, and in managing contracts. This role also focuses on developing, implementing, and recommending changes to improve workflow, simplify procedures, and implement cost controls for more efficient department operations. The Purchasing Administrator will assist with procurement and contract reviews, conduct analyses, and make determinations on complex procurements and contracts to ensure sound practices. They are responsible for authorizing final procurement recommendations and developing, implementing, and communicating County procurement policies and procedures, recommending updates based on new legislation. Ensuring compliance with the NMSA Procurement Code and other requirements, auditing section programs for billing accuracy and legal compliance, and soliciting, reviewing, and interpreting technical data for bids and proposals are key aspects of this role. Additionally, the Purchasing Administrator monitors contract provisions and budgetary guidelines, negotiates pricing, and ensures the quality and warranties of goods and services. They also assist with preparing various reports related to procurement and contract matters and attend meetings and serve on committees as assigned.
