About The Position

Performs a variety of field supervisory and journey-level skilled duties related primarily to the construction, installation, maintenance, and repair of the City’s sewer collection and storm drain systems. Provides support to other divisions in the department, including water, streets, engineering, and fleet when operational needs are required. Acts as lead worker and supervises the Utility Maintenance Specialists daily work schedules. May act as the Sewer Direct Responsible Charge (DRC).

Requirements

Graduation from high school plus two (2) years of specialized training provided through technical school or vocational studies
Level III or IV Wastewater Certification
Registered Stormwater Inspector (RSI) or equivalent certifications as determined by Superintendents and Public Works Director
Level IV Water Distribution Operator
Six (6) years experience in construction, maintenance or repair of water distribution or sewer collection systems
Considerable knowledge of operating basic manual and power tools
Considerable knowledge of standard practices, methods, materials, and tools for pipeline construction and repair
Considerable knowledge of pipe-fitting procedures
Considerable knowledge of occupational hazards and safety precautions for trench and pipeline work
Considerable knowledge of hazards common to heavy equipment operation
Considerable knowledge of safety standards for street, road, and drainage system construction
Considerable knowledge of water supply and distribution systems
Considerable knowledge of construction requirements for water distribution and pumping systems
Considerable knowledge of hazards associated with water-treatment chemicals
Considerable knowledge of state and federal regulations governing water systems and water quality
Considerable knowledge of stormwater regulations, illicit discharge detection and response, and recognition of public health violations related to stormwater systems
Considerable knowledge of interpersonal communication skills
Ability to operate heavy equipment of various kinds under varying conditions
Ability to perform heavy physical labor
Ability to develop and maintain effective working relationships with co-workers, elected officials, local agencies, and the general public
Ability to communicate effectively, both verbally and in writing
Ability to work from blueprints
Ability to perform basic mathematical computations in reading and using various meters, gauges and related devices
Must maintain flagger certification.
Must maintain certifications for specialized equipment and procedures, i.e., confined space.
Must obtain and maintain a valid Hill Air Force Base I.D.(requires a background check through the Department of Defense)
Must possess a valid Commercial Driver’s License (CDL) with endorsements.

Assists in the hiring of division personnel.
Assists with the Core Valve Conversations with division staff.
Orients, instructs, and trains employees in the proper operation and maintenance of a variety of equipment and in proper safety procedures.
Coordinates, prioritizes, and supervises assignments from the Superintendents relating to the repair, inspection, cleaning, maintenance, and construction of sewer collection and storm drain systems, including pipelines, manholes, lift stations, stormwater boxes, and drainage structures.
Assigns personnel and equipment to scheduled and emergency projects.
Determines necessary personnel and materials needed for work duties of division; maintains daily records of all work performed through a work order system or by other means, hours worked by individual employees; monitors overtime hours worked.
Provides support to streets, water, and other Public Works functions as directed.
Oversees and performs sewer and storm drain line cleaning using jetter/vacuum trucks, hydro-jetting equipment, and other specialized tools.
Plans and prioritizes cleaning routes based on system condition, maintenance needs, and regulatory requirements.
Ensures proper debris removal, disposal, and documentation.
Directs and conducts CCTV inspections of sewer and storm drain pipelines.
Reviews inspection footage and reports to identify defects, blockages, and maintenance needs, and ensures all data is properly stored and incorporated into the City’s asset management system.
Maintains accurate records of line cleaning, CCTV inspections, manhole observations, and stormwater evaluations.
Ensures all documentation, videos, and reports are properly archived for compliance, system planning, and supervisory review.
Assists in the coordination of activities and functions with other departments and agencies; schedules assigned work and projects involving sewer and storm drain systems.
Inspects work completed by City crews to ensure quality workmanship, adherence to specifications, and compliance with maintenance schedules.
Investigates and resolves public complaints.
Ensures required permits are obtained when necessary and that all job sites are properly signed, delineated, and safely maintained.
Coordinates with Superintendent for daily, weekly, quarterly, monthly, etc. compliance tasks such as manhole inspections and wastewater reports.
Assists the Engineering Division with inspections and reports as needed.
Responds to emergency calls twenty-four hours a day; working on-call and stand-by schedules, work weekends and holidays as needed.
Operates specialized heavy equipment such as single and tandem axle dump trucks, front-end loaders, backhoe, bucket trucks, snowplow, sweepers, TV inspection cameras, jetter/vacuum trucks, and other similar equipment in the construction, maintenance and repair of various department projects and sites.
Operates light equipment such as mowers, rollers, cement mixers, pick-ups, tractors, forklifts, spreaders, and various hand and power tools as needed.
Transport and dispose of all sewer waste and storm drain debris collected to approved locations.
Obtain all permits required for the disposal of sewer waste and storm drain debris.
Establishes priorities to effectively address emergencies, blockages, flooding, or unanticipated maintenance needs.
Ensures adequate materials and resources are available for assigned projects.
Coordinates with Superintendents on annual maintenance planning, capital repair projects, and system improvements for sewer, stormwater, and related Public Works infrastructure.
Performs tasks listed in the Utility Maintenance Specialist I, II, and Senior job descriptions, which entail duties related to the construction, installation, maintenance, and repair of city utility service systems, including streets, water transmission, distribution, wastewater, and stormwater collection.
