About The Position

The District of Sparwood is a friendly and welcoming community of approximately 4,100 people, nestled in the heart of the Elk Valley in the Southeast Kootenays. Sparwood offers year-round recreational opportunities including trail systems for hiking, biking, and cross-country skiing as well as world class hunting and fishing. Under the general direction of the Roads & Parks Supervisor, the Casual Labourer performs a variety of public services and labour tasks that are required in the maintenance of municipal infrastructure. Working as part of a team, the Casual Labourer assists Public Works operators engaged in the installation & maintenance of roads, sidewalks, parks, sewer, and water systems. The casual, on-call public works labourer is an effective team member whose contributions support the regular full-time department operators while striving to help meet organizational objectives. Working as a member of a cooperative team, the casual, on-call labourer will perform inspection and maintenance duties involved with public works infrastructure and services. The Public Works Department manages municipal transportation systems, water and wastewater systems, parks services, cemetery services, and the care and maintenance of related municipal facilities. The Department works closely with other municipal departments to assist as required.

Requirements

  • Grade 12 or equivalent
  • Valid Class 5 BC Driver’s License
  • Some (1-2 years) related experience in labour or construction work, and safe operation of related tools, light trucks, and small equipment
  • Good interpersonal and communication skills
  • Ability to work well as a member of a team and independently
  • Physical ability to lift heavy objects, undertake labour intensive tasks, work in awkward positions and confined spaces, frequently stand and walk throughout the day and work in inclement weather
  • Ability to safely operate a variety of light and heavy equipment as required
  • Some knowledge of construction and maintenance methods and techniques relevant to general labour tasks.
  • Understanding of WorkSafe BC regulations and related safe work practices.
  • Effective communications skills.
  • Physical ability to lift heavy objects, undertake labour intensive tasks, work in awkward positions and confined spaces, frequently crouching, standing and walking throughout the day while working in inclement weather.

Responsibilities

  • Landscaping maintenance duties such as irrigation maintenance, invasive weed management, playground maintenance and cleaning, picking up and disposing of litter.
  • Year-round road maintenance duties such as snow clearing, asphalt repair, and sweeping.
  • Safe operation of light duty vehicles, lawn tractors, mowers, trimmers, power tools, and various other hand tools and miscellaneous equipment.
  • Maintaining and repairing roads, sidewalks, signs, street lighting, landscapes, parks, boulevards, irrigation systems, walkways, and other related municipal infrastructure in accordance with District bylaws, policies, procedures, design standards, and maintenance practices.
  • Operating light trucks and equipment such as snow blowers, power saws, pressure washers, steam cleaners, trash pumps, and various hand tools while engaged in various maintenance and repair activities. These duties include but are not limited to excavation, backfilling, rolling, compacting, concrete/asphalt finishing, shoveling, sanding, snow plowing and snow removal.
  • Inspecting equipment and vehicles for fuel, oil, air, and lubricants and may be required to make minor repairs, adjustments, and/or refills of air and fluids.
  • Performing various manual duties such as forming, screeding, finishing concrete, cutting and spreading asphalt, digging trenches & holes, placing sod, laying pipes, traffic control, and picking up garbage and litter.
  • Identifying and requisitioning parts, supplies, materials, tools, and equipment, and ensuring availability for use at the job site within a timely manner.
  • Carrying out safe work practices and adhering to safety regulations and reporting unsafe and/or insecure situations in accordance with BC WorkSafe regulations and District policies. May also be required to respond to emergency situations as directed.
  • Assisting the Utilities crew in the construction, maintenance, and repair of water distribution, wastewater collection, wastewater treatment and storm water collection systems, as required by the Utilities Supervisor.
  • Assisting the Recreation Maintenance crew in the construction, maintenance, and repair of park trails, playgrounds and recreational facilities as required.
  • Providing input regarding modifications or improvements to Public Works Department policies, procedures, and practices to assist in improving the functions and safety of the department’s operations. All employees should provide input to improve written work procedures as requested.
  • Performing back-up functions and other related duties as assigned or required from time to time.
  • Responding to call-outs, alarms and emergency situations and may be required to be available on a rotational basis for weekend on-call.
