Public Works Laborer (Full Time)

About The Position

Under close to general supervision, performs unskilled and semi-skilled tasks in the maintenance and construction of streets, sanitary and storm sewer systems, landscape, facilities, snow and ice control, truck and equipment maintenance, forestry operations, tree planting, park maintenance, and related public works functions. This role may provide limited direction to less experienced employees or to temporary and seasonal workers. The position involves preparing streets for patching and resurfacing, applying asphalt, concrete, and gravel, and assisting in various maintenance and construction projects. Responsibilities include cleaning, maintaining, repairing, and installing sewer lines, painting and striping streets, and fabricating and installing signs. The role requires operating light motorized equipment and potentially larger equipment for training or emergencies. Overtime is required during hours outside the normal workday, including up to 12 hours per day during fall and winter months for leaf collection and snow/ice removal. The position demands heavy manual labor, working in various weather conditions, and maintaining regular and punctual attendance.

Requirements

  • High school diploma or G.E.D.
  • Two years’ experience in all aspects of construction and maintenance activities.
  • Must be able to obtain Pennsylvania Commercial Drivers’ License Class B with Air Brake endorsement within 6 months of date of hire and maintain it throughout employment.
  • Must live within 30 minutes of the Public Works facility (1250 Lindendale Dr. 15228) within 9 months of date of hire.
  • Ability to perform heavy manual labor, including lifting heavy objects and working in all types of weather conditions.
  • Ability to operate heavy equipment and trucks.
  • Ability to be on their feet walking, pushing a lawnmower, trimming edges with a trimmer or performing other construction and outdoor work for an entire day.
  • Must occasionally lift and/or move up to 75 pounds.

Nice To Haves

  • Machine operator experience preferred.

Responsibilities

  • Prepares streets for patching and resurfacing; applies asphalt, concrete, gravel, and other materials, which includes hand sweeping of street surfaces, loading and unloading materials, and raking and shoveling of asphalt.
  • Assists in a variety of maintenance and construction projects, such as retaining walls, guard rails, curbs, gutters, and catch basins, which includes removing obstructions, such as tree roots; breaking up and removing concrete; constructing forms; and mixing, pouring, and finishing of concrete.
  • Cleans, maintains, repairs, and installs sewer lines.
  • Operates flushing and rodding equipment under direction.
  • Paints and stripes streets, including painting of curb and pavement messages, marking streets for line painting, and cleaning and maintaining equipment, such as stencils, hoses, and spray guns.
  • Assists in the fabricating and installing signs.
  • Sets up traffic cones and traffic control devices as required.
  • May work independently in such areas as street cleaning and debris collection.
  • Assists in the general cleaning and maintenance of the Public Works Facilities.
  • Uses a variety of hand and power tools in connection with the above duties; operates light, motorized equipment, such as pick-ups, flatbeds, dump trucks, jack hammers, and saws.
  • May operate larger equipment, such as front-end loaders and rollers for training purposes or in emergencies.
  • Works cooperatively with others.
  • Required to work overtime during hours outside of the normal workday; Overtime required to drive municipal truck up to 12 hours per day during fall and winter months for leaf collection and snow/ice removal.
  • Maintains regular and punctual attendance.
  • Performs all other work assigned.
