About The Position

The Public Works Director is the Cahuilla Band of Indians' (CBOI) focal point for managing the public work affairs of Cahuilla Band of Indians tribal government. Provide professional construction and project direction, grants management, financial reporting, as well as managing the daily operations of the Public Works Department. This includes strategic planning, systems control, reporting, resource allocation, and execution. The Public Works Director extends responsibility for ensuring adequate internal controls are established to safeguard the assets of the Tribe. This role will direct the team with planning and maintenance of several buildings, road maintenance, parks & grounds, utilities, facilities, equipment maintenance, and projects within the tribe.

Requirements

  • B.S. Degree in project/construction management, civil engineering, architecture, or a related field. Equivalent work experience in construction management or a related field may be considered in lieu of a degree.
  • Minimum of four years of experience in public works, project management, or construction management.
  • Familiarity with various funding resources and agencies as well as knowledge of civil and building codes.
  • Minimum of three years in a supervisory role.
  • Proficient in verbal and written communication.
  • Proficient with Microsoft Office programs (Excel, Outlook, Word, Access, PowerPoint, SharePoint, OneDrive).
  • Effective at prioritizing assignments and managing multiple tasks.
  • Ability to build rapport and work with individuals at all organizational levels.
  • Naturally curious and action-oriented, able to analyze complex relationships and incidents.
  • Proficient with project management software and tools.
  • Skilled in budgeting, forecasting, and financial analysis.
  • Valid CA driver’s license.
  • Successfully pass background investigation.
  • Driving record clearance must meet eligibility under Cahuilla Band of Indians Insurance.
  • Pre-employment Drug Screening.

Nice To Haves

  • Possession of relevant job-related certifications or trade licenses.
  • Additional expertise in procurement and handling RFPs is advantageous, but not required.
  • Experience working with Tribal Governments and an understanding of tribal sovereignty and culture.

Responsibilities

  • Develop and sustain long-term programs that enhance the community.
  • Develop policies and procedures.
  • Develop, implement, and maintain a safety program.
  • Oversee tribal road maintenance and daily operations of equipment rental requests.
  • Oversee and allocate resources for construction projects.
  • Ensure all work is completed properly and in a timely fashion by contractors, vendors, and Public Works staff members.
  • Oversee the building process, including working with architects and engineers, creating timetables, and generating permits.
  • Determine and procure tools and materials.
  • Schedule and estimate project timelines.
  • Ensure the project is completed within a specified time.
  • Prepare and implement grant proposals for public works projects.
  • Develop budgets for public works, construction, and maintenance activities.
  • Analyze completed projects against the budget and scope.
  • Develop protocols for hiring outside vendors.
  • Create bid specifications and select vendors for projects.
  • Oversee the subcontractors, workers, and their immediate supervisors.
  • Select trade contractors and general contractors for project completion.
  • Monitor the progress of staff, providing guidance and alternate work plans as needed.
  • Conduct yearly performance reviews, hire employees, and handle terminations.
  • Ensure that all safety precautions are adhered to by employees and construction workers.
  • Produce reports and technical papers for public works projects.
  • Monitor compliance with set rules, regulations, and codes.
  • Act as the owner's representative on construction and maintenance projects.
  • Obtain necessary licenses or permits.
