About The Position

Manages and directs all operations of the City’s Public Works Department. The Public Works Department is responsible for: streets, water, waste water, trash collection, storm water, airport maintenance and fleet/equipment management. Answers directly to the Public Works Director. Assists Director of Public works in maintaining administrative, supervisory and managerial responsibility for: water, wastewater. Performs construction management. Performs GIS mapping.

Requirements

  • Expert knowledge in all areas of Public Works practices, procedures, planning and administration.
  • Knowledge of Water/Wastewater practices, procedures, planning and administration.
  • Knowledge of materials, equipment, methods and practices related to the construction and maintenance of streets, drainage facilities, water and waste water facilities and sidewalks.
  • Knowledge of equipment and vehicle maintenance and repair systems and practices.
  • Follows and enforces employee compliance with all applicable safety and occupational health rules and regulations.
  • Ability to read and understand blueprints and plans.
  • Ability to initiate, implement and follow through the entire bid process.
  • Ability to coordinate and plan work activities with all City departments and other government entities.
  • Ability to organize and manage department projects and operations.
  • Must have a valid driver's license.
  • Strong knowledge of and experience with Microsoft Office applications.
  • Ability to prepare professional level correspondence using these applications.
  • Familiarity with computer GIS mapping programs.
  • Ability to maintain records for work schedules, work activities and projects.
  • Ability to work in both the office and the field settings.
  • Ability to use and learn the proper use of power equipment.
  • Ability to follow complex oral and written directions.
  • Strong communication skills.
  • Strong managerial and supervisory leadership skills.
  • High level of familiarity with working with the HR Director on interviewing, selection and hiring of employees; planning, assigning and directing work; appraising and monitoring performance; rewarding and disciplining employees; addressing complaints and resolving issues; reviewing and approving time records and leave requests.
  • Ability to respond to citizens’ issues in a cordial and professional manner.

  • Requires angular reaching, wrist flexion/extension, elbow flexion/extension, supination/pronation (wrist/elbow rotation) and grasping constantly.
  • Ability to lift 100 pounds from the ground to waist level occasionally.
  • Ability to lift 40 pounds in kneeling position overhead occasionally.
  • Ability to pull 75 pounds for 10 feet occasionally.
  • Ability to one-hand carry various hand tools occasionally.
  • Ability to two-hand carry 43 pounds for 66 feet occasionally.

  • Ability to overhead lift 30 pounds from ground to overhead occasionally.
  • Ability to pull 50 pounds for 200 feet occasionally.
  • Exposure to forceful exertions, postural stresses, upper extremity vibrations, sharp tools, slick flooring, confined areas, noise, fumes/dust/dirt, heights above ground and adverse weather conditions which include (but not limited to) extreme temperatures, temperature changes and moisture.
  • High School Diploma or equivalent
  • Minimum of 5-7 years of experience in Public Works and Water/Waste Water operations, plus 3-5 years of experience in a management role required.
  • Any equivalent combination of education and experience which demonstrates the ability to perform the functions and duties may be considered.

Nice To Haves

  • Commercial Drivers License a plus.
  • Bachelor degree preferred.
  • Desired to have the levels of B Water and B Wastewater Operators Licenses and Level 3 in Water Distribution and Wastewater Collection Licenses.
  • Commercial Drivers License a plus.
  • Knowledge and experience in Construction, Construction Management, Engineering, Facilities Management, Business Administration, Public Administration or related field preferred.

Responsibilities

  • Assists Director of Public works in maintaining administrative, supervisory and managerial responsibility for: water, wastewater.
  • Performs construction management.
  • Performs GIS mapping.
  • Assists Director of Public works in maintaining administrative, supervisory and managerial responsibility for: water, wastewater, and as directed for trash, storm water, streets, airport maintenance and fleet / equipment management.
  • Will assist with the design, construction, repair and maintenance of infrastructure and coordinating related services.
  • Assists with coordinating contract administration for the department’s service agreements.
  • Assists with organizing and managing the department’s construction projects which also includes the management of large scale projects.
  • Will be another avenue in communication with engineers and contractors / subcontractors.
  • Helps prepares cost estimates, bid specifications, proposals, and acts as advisory to the City Administrator regarding various projects.
  • Responsible for the management and maintenance of the department’s fleet vehicles and equipment.
  • Responsible for managing the maintenance of all City fleet vehicles and equipment and managing maintenance records.
  • Ensures all operations are performed in a safe and efficient manner and that all employees have been properly trained before beginning any task.
  • Coordinates and plans closely with all City departments and other government entities.
  • Represents the City at various state and local organizations and agencies.
  • Responsible for preparing various professional reports and correspondence.
  • Participates in the development, administration and adherence of the department’s budgets.
  • Helps review purchasing for the department and authorizes all purchase orders.
  • Ensures departmental purchasing is consistent with City purchasing policy.
  • Provides assistance with grant writing and obtaining grant funding.
  • Provides cost estimates to determine funding needs.
  • Assists with supervisory responsibilities with direction from Director of Public Works Director, in accordance with the City’s policies and applicable laws.
  • Participates in City management staff meetings.
  • Coordinates, directs and participates in departmental presentations to the City Council on items affecting the Public Works and Utilities departments, as needed and will increase.
  • Performs other duties as assigned.
