About The Position

Seeking an experienced Public Works Director to provide strategic leadership and management of all Public Works operations. This position oversees the planning, development, and maintenance of essential city infrastructure, including streets, drainage, water, wastewater, and solid waste services. The ideal candidate will have strong leadership skills, technical knowledge, and a commitment to community service, ensuring the City's infrastructure meets current and future needs. The director will also be charged with looking at creative water supply solutions.

Requirements

  • Bachelor’s degree in civil engineering, Construction Science, or a closely related field from an ABET accredited program.
  • Eight (8) years of progressively responsible experience in municipal infrastructure project management, concrete and asphalt paving projects, water and wastewater, roads and drainage.
  • Valid Texas Driver’s License.
  • Strong understanding of municipal infrastructure systems, operations, and maintenance.
  • Knowledge of applicable laws, regulations, and environmental standards.
  • Knowledge of principles, practices, and methods related to paving and utility projects, program management, and public construction projects for governmental agencies or similar industries.
  • Excellent leadership, communication, and organizational skills.
  • Comprehensive management of utility and road projects from design through construction management and project closeout.
  • Mathematical concepts and problem-solving techniques including algebra, geometry, and statistical data and analysis.
  • Technical specifications, construction plans, schedules, and logistics.
  • Proficiency in project management, contract administration, and construction oversight.
  • Ability to respond effectively to emergencies and service disruptions.
  • Current social, political, organizational, and economic trends affecting municipal government.
  • Methods and techniques of research and analysis.
  • Budget development, tracking, and management.
  • Federal, State, and local laws, ordinances, policies, procedures, and regulations.
  • City and department policies, procedures, and processes.
  • Principles and practices of teamwork to accomplish the overall need of the department.
  • Use of good judgment and sound decision-making practices in matters related to the job.
  • Administrative and clerical procedures and systems such as word processing, filing, and records management.
  • Knowledgeable in water supply strategies.

Nice To Haves

  • Texas Registered Professional Engineer (PE) is highly preferred.

Responsibilities

  • Plan, organize, and direct the operations and activities of the Public Works Department.
  • Assists with the development and implementation of goals, objectives, and policies for assigned functions and programs; makes recommendations on department policies, services, and staffing levels; administers policies and procedures.
  • Selects, trains, motivates, and evaluates personnel assigned to the area; provides and/or coordinates staff training based on perceived needs; supports staff and offers feedback to correct deficiencies; implements discipline and termination procedures as needed.
  • Oversee and participate in the development and implementation of the department’s budgets; reviews, forecasts, and approves funds needed for staffing, equipment, materials, and supplies; approves expenditures and implements budgetary adjustments as needed.
  • Develop and implement short- and long-term plans, work with the Assistant Public Works Director on capital improvement projects (CIPs), and infrastructure maintenance strategies.
  • Oversee and report updates, provide reports on various plans and projects that will include the City’s Transportation Improvement Plan, Water and Wastewater Plan, Living Unit Equivalents (LUE), and Capital Improvement Plan (CIP) to City Manager and other stakeholders.
  • Oversee divisions including water and wastewater utilities, streets and drainage, fleet maintenance, and facilities.
  • Manage departmental budget preparation and administration; monitor expenditures and seek cost-effective solutions.
  • Oversee, train, and evaluate departmental staff, fostering a culture of safety, accountability, and high performance.
  • Ensure compliance with local, state, and federal regulations related to public works operations.
  • Represent the department at City Council meetings, public hearings, and interagency collaborations.
  • Advises City Manager, and Council on department related matters; advises and collaborates with staff, clients, the public, and other program stakeholders to provide subject matter expertise.
  • Work collaboratively with the City Manager, Assistant Public Works Director, and other department heads on city-wide initiatives and strategic planning.
  • Provides updates, reports, and presentations to management, City Council, boards and commissions; serves as a liaison for all development services to internal departments and external agencies; attends meetings and provides staff support to committees as needed.
  • Coordinate with developers, contractors, engineers, and utility providers on infrastructure projects
  • Respond to citizen concerns, service requests, and emergency situations in a timely and effective manner.
  • Provides quality customer service to customers, city staff, the general public, and all other work contacts, maintains a high level of professionalism and confidentiality at all times.
