Public Utilities Regulatory Analyst II
About The Position
This position, within the Operations Division of the NCUC, provides expert accounting and technical advice and counsel to the Commission regarding matters subject to the NCUC’s jurisdiction. Specifically, the position requires an advanced level of knowledge in several academic and professional disciplines, such as accounting, finance, business administration, economics, statistics, engineering, and environmental sciences, as well as working knowledge of or experience with public utility operations. This unique combination of knowledge and/or experience is required to provide expert-level advice and, therefore, to serve the NCUC effectively. In addition to this combination of knowledge and/or experience, this position requires under direct supervision: the ability to comprehend and apply the legal and regulatory frameworks within which public utilities in North Carolina operate; the ability to review, analyze, weigh and critique complex evidence presented to the NCUC in the form of expert witness testimony, data, and reports; the ability to develop a recommendation for action by the NCUC based on application of accounting knowledge and experience to the evidence, within the applicable legal and regulatory frameworks; the ability to present the recommendation to the Commissioners, in written and oral presentation; and the ability to defend the recommendation under critical review. Finally, the position requires meticulous attention to detail, the ability to manage time and priorities, and the ability to work with others across professional disciplines. In addition to the above responsibilities, this position carries subject-matter leadership in three highly specialized and critical areas: (1) Case management of multi-year rate plans (MYRP and WSIP) and traditional rate cases as well as annual review of gas cost cases and fuel clause adjustment cases. (2) Complicated accounting issues in MYRP, WSIP and traditional rate cases (3) Strong technical writing skills as well as oral communication skills. These responsibilities require independent judgment, recurring docket leadership, and specialized expertise. The position functions as the Commission’s expert in these three domains, shaping Commission decision-making on matters with substantial accounting, economic, policy, and consumer-impact significance.
Requirements
- Advanced level of knowledge in accounting, finance, business administration, economics, statistics, engineering, and environmental sciences.
- Working knowledge of or experience with public utility operations.
- Bachelor’s degree in accounting, banking, finance, business administration, public administration, economics, or related discipline from an accredited institution and three years of directly related experience; or an equivalent combination of education and experience.
- Strong accounting, analytical, and organizational skills.
- Ability to examine financial records, develop findings, and communicate complex issues in writing as well as orally to the Commission.
- Ability to work with attorneys, accountants, paralegals, engineers, and other policy analysts.
- Demonstrated ability to function effectively in a team as well as independently.
- Ability to defend accounting analyses, opinions and recommendations relating to the variety of complex issues that routinely come before the Commission in the context of adversarial legal proceedings.
Nice To Haves
- Advanced knowledge of economic regulation of Investor Owned Utilities (IOUs).
- Familiarity with electric, natural gas and water and wastewater utility systems.
