About The Position

The Arizona Corporation Commission (ACC) is seeking a Public Utilities Analyst 1 to join their Utilities Division. This division is responsible for recommending thoroughly researched, sound regulatory policy and rate recommendations to the Commissioners. These recommendations are based on a balanced analysis of the benefits and impacts on all stakeholders and are consistent with the public interest. The ACC is a medium-sized agency with offices in Phoenix and Tucson, and its mission is diverse, spanning utility rate making; securities registration and enforcement; rail and pipeline safety; and corporate business filings. The agency boasts an average employment tenure of over 10 years.

Requirements

  • Ability to analyze economic and financial data using various statistical methods
  • Ability to effectively and clearly present written and oral testimony in formal proceedings
  • Proficiency in Microsoft Office applications (primarily Word and Excel)
  • Strong writing skills to prepare reports, memos, orders and letters
  • Successful completion of a background/reference check
  • Confirmation of any degrees/certifications
  • Disclosure of any interests in regulated entities
  • Divestment of any prohibited interests as a condition of employment
  • Must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify)

Nice To Haves

  • Bachelor’s degree or higher in Accounting, Finance, Statistics, Economics or similar field is preferred.

Responsibilities

  • Learn audit procedures and apply them in performing regulatory audits on small water and wastewater companies
  • Make recommendations to the Commission related to the establishment of just and reasonable rates to be used in billing customers for utility services
  • Analyze financing and other applications and make recommendations to the Commission
  • Work as part of an interdisciplinary team
  • Summarize findings in written reports
  • Review Compliance filings post decision
  • Meet filing deadlines
  • Present at Open Meetings
