About The Position

The City of Winchester is seeking a motivated and detail-oriented professional to join our Public Services team as a Public Services Inspector. This position plays a vital role in ensuring public infrastructure projects meet City standards and specifications while supporting the safety and development of our community.

Requirements

  • High school diploma or GED required
  • One year of municipal utility construction-related experience preferred
  • Valid driver’s license required
  • Ability to obtain the following certifications within one year of hire: Virginia DEQ Erosion Control Inspector Certification, VDOT Basic Work Zone Traffic Control Certification
  • Knowledge of construction inspection techniques and procedures
  • Ability to read maps, blueprints, and construction drawings
  • Familiarity with sewer, water, and stormwater standards and regulations
  • Strong communication and customer service skills
  • Ability to maintain accurate records and documentation
  • Proficiency with Microsoft Office applications
  • Ability to exercise sound judgment and problem-solving skills in the field

Responsibilities

  • Inspect water, sanitary sewer, storm sewer, public building, and street projects
  • Verify measurements, alignment, elevations, and workmanship of installations
  • Conduct inspections related to erosion and sediment control, stormwater management, and projects within City rights-of-way
  • Ensure VDOT traffic control compliance on applicable projects
  • Review completed work and approve contractor payments as appropriate
  • Review construction plans and specifications for compliance with City codes, ordinances, and standards
  • Ensure projects comply with applicable regulations, standards, and approved plans
  • Identify and communicate deficiencies or required corrections during inspections
  • Communicate project updates, modifications, and deviations with contractors and City staff
  • Assist the public with utility easement locations and respond to questions regarding City standards and ordinances
  • Provide technical support and maintain positive working relationships with the public and internal teams
  • Maintain inspection records, daily logs, and project documentation
  • Prepare reports, sketches, and progress updates related to construction activities
  • Document field observations and maintain accurate project files
