Under the direction of the Chief Experience Officer (CXO), is responsible for all activities, operations and functions of their assigned area, including the supervision of staff, implementation of modern library techniques and technologies, establishment of procedures, recommendation of policies, and development of short- and long-range plans and budgets for their assigned area, as well as assisting with System-wide planning. Provides oversight of supervisors and library initiatives, helps guide staff in the formulation of service goals to assure operation in accordance with Library policy and priorities and to deliver services responsive to community needs. Coordinates the work of a major section of the Experience Division, including but not limited to reference services, readers’ advisory, programming, circulation, community engagement, services to youth, services to adults, and training in these areas. May have responsibility for System-wide coordination of specific strategic goals at the direction of the CXO. Directly supervises functions and operations Main Departments and/or Branches as assigned and coordinates the activities of subordinate supervisors, and other employees including determining work procedures and schedules; issuing instructions and assigning duties; reviewing work; recommending personnel actions, including hiring and corrective action plans; conducting performance reviews; conducting departmental training and orientation; participating in contract negotiations as needed; and other day-to-day management and oversight necessary to maintaining library operations. Facilitates resolution of problems, concerns, or complaints between staff. Facilitates and encourages staff development. Provides direct instruction, mentorship, training, guidance and oversight to assigned supervisors. Facilitates open communication channels between staff of bargaining units, library administration and community groups. Addresses comments and concerns from the public that cannot be addressed at the branch or departmental level. Plans and organizes services. Recommends policies to the CXO and implements procedures for public services. Establishes standards and control procedures for and ensures that collections, programs and services are meeting user needs and are in support of the Library’s mission by working closely with other administrative teams. Demonstrates continuous effort to improve operations and streamline work processes. Keeps abreast of new developments in the field, including those of a technological nature. Analyzes needs and recommends and implements appropriate measures for improving service; disseminates such information to Section, Public Services Division and other library staff. Facilitates with supervisors a model that enables the staff to know the concerns and issues of the neighborhood by developing closer planning and working relationships between the library and community leaders, groups, and agencies. Serves as a strong advocate for the Library and the power of Library resources to make a positive contribution in the community. Provides the public with information by utilizing library resources, and through public presentations on library services; resolves complaints. Works with other Divisions, Leadership, and Library Administration to provide a coordinated program of library services in compliance with the Strategic Plan and Service Excellence Agreements. Coordinates System-wide projects and studies at the direction of the CXO; develops, implements, analyzes and reports statistical measures of library service. Plans, organizes, and coordinates System-wide training related to library services for self and others. Provides assistance and guidance to professional and paraprofessional staff in areas of expertise. Any and all other duties as assigned.
