About The Position

Under the general direction and supervision of the Public Safety Communications Director or their designee, the Communications Technology Manager is responsible for designing, installing, troubleshooting, analyzing, repairing and maintaining radio frequency systems and specialized radio units used at SPSCC Dispatch and KPB public safety agencies. In coordination with KPB IT, oversees SPSCC’s communications infrastructure as a whole.

Requirements

  • High school diploma or GED
  • six years of progressive responsibility in radio systems and electronics, including knowledge of RF fundamentals, P25 digital radio systems, and Motorola hardware and software.
  • Proven capacity to work autonomously, utilizing sound judgment and initiative to solve problems and make effective decisions with minimal supervision.
  • Proven ability to communicate complex information clearly and professionally in both verbal and written formats.
  • Must have and maintain a valid, unrestricted driver's license.
  • Must be able to pass an extensive background check.
  • Ability to obtain and hold Alaska Public Safety Information Network (APSIN) security clearance is mandatory.

Nice To Haves

  • Knowledge of Alaska Land Mobile Radio (ALMR) system, Motorola dispatch consoles, and Motorola CPS software highly desired.
  • Working knowledge of principles and practices related to the technical support of enhanced and next generation 9-1-1 systems, Emergency Medical and Fire Dispatch, HIPAA, and National Incident Management System.

Responsibilities

  • Installs, maintains, and programs radio subscriber units for KPB public safety agencies.
  • Designs, prepares, installs, maintains, and repairs conventional repeater systems for use throughout the Kenai Peninsula Borough, or coordinates with contracted resources to provide these services.
  • Supervises SPSCC communications technology staff including scheduling, performance evaluations, setting priorities and providing support/direction.
  • Provide technical support for voice and data communications transport technologies including wired (copper), wireless (including point-to-point, point-to-multi point, and Wireless Access Points), and fiber optic cable including provisioning, installation, testing, modification and maintenance at both the circuit and systems levels.
  • Assists with mobile CAD implementation and maintenance and maintenance of other miscellaneous communications equipment.
  • Maintains site books, code-plug library, and other documentation related to KPB owned and utilized communications infrastructure.
  • Maintains and provides support for SPSCC’s radio dispatch consoles, currently the Motorola MCC 7000 series.
  • Coordinates borough-wide radio purchasing with appropriate departments and service areas.
  • Recommends products and assists in the preparation of RFP’s and similar documents.
  • Assists in preparation and review of communication system plans and specifications; interprets and reviews plans; maintains and monitors reports, logs and summaries of daily activities; diagnoses and analyzes communication systems and equipment to locate malfunctions and determine appropriate corrective actions; coordinates with contracted vendors for radio system service.
  • Provides radio operating training and support radio system infrastructure operations at SPSCC.
  • At the discretion of the Public Safety Communications Director , provides similar training and support to KPB public safety agencies.
  • Responds for emergency maintenance and repair to equipment as necessary.
  • Coordinates with SPSCC Technical Specialist, CAD Specialist, and IT Director when addressing IT/technology integrations.
  • May assist with general technology implementation and troubleshooting.
  • May maintain records and schematics and prepare reports.
  • Performs general maintenance and electrical duties as required to support and maintain radio or communications infrastructure or works with KPB maintenance department for such needs.
  • Develop solutions to difficult technical problems encountered as part of system maintenance, upgrades or support issues for radio systems, such as transmitters, receivers, and antenna networks.
  • Other related duties as assigned.
