About The Position

The purpose of this grant funded position is to provide leadership for the supervision and coordination of activities related to public health emergency preparedness. Success in the position will ensure development, coordination, and delivery of planning and response measures and continuity of operations within the City and the Health Department. This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office. The City of Minneapolis does not sponsor applicants for work visas.

Requirements

BA Degree in Public Health, Emergency Management, or equivalent
A minimum of three years’ experience in the areas of public health, public safety, and project required.
Experience managing a major project or grant, and formal supervisory experience are also required.
FEMA Incident Command Systems 100, 200, 300, and 400 or Minnesota equivalent
Must be able to work with significant autonomy and limited supervisory direction.
Experienced in program/community initiative leadership and management in public health/public safety, including needs assessment, development and leading significant planning efforts, budgeting, implementation, monitoring, evaluation, and summary reports.
Experienced in working with community agencies.
Ability to work within the Minneapolis communities, particularly with diverse populations.
Experienced in and ability to work in a collaborative environment, particularly with health care systems, public safety systems, multiple agencies, and levels of government.
Ability to present information and ideas accurately, effectively, and concisely.
Excellent written and verbal communication skills; experienced in public speaking.
Ability to gather, synthesize and communicate information about situations or agents requiring public health emergency response planning and implementation.
Knowledge of or the ability to learn and use systems common in emergency response and public safety such as the Incident Command System.
Skilled in contract management, grant writing, policy development and implementation skills.
Computer skills including Microsoft Office, especially Word and Excel.
Knowledge of the Public Health Preparedness Capabilities.
Experience with the National Incident Management System and the Incident Command System.

Responsibilities

Coordinate the planning, development, implementation, and evaluation of a Metro Region and City public health emergency goals and response plan to biological, infectious diseases, food borne outbreaks, pandemics, extreme weather, mass care and shelter, reunification and Assistance Centers and other public health emergencies, in coordination with the Office of Emergency Management.
Identify and ensure availability of and notification plans for the City workforce needed for a public health response.
Coordinate planning on behalf of the City with the complex array of community organizations, state, and federal agencies and provide for synchronized City efforts to respond in a public health emergency.
Coordinate activities identified under state or federal grants and ensure City compliance with grant requirements either directly or in coordination with Hennepin County and regional partners.
Liaise with State and Federal governments to evaluate and assess operations against requirements and/or guidance.
Provide technical assistance to City departments for the development of department level pandemic continuity of operations plans, assure compliance with enterprise guidance.
Use vulnerability assessments such as the THIRA to anticipate future emergencies and take preventive and preparatory measures to build disaster-resistant and disaster-resilient communities.
Work with key internal and external stakeholders in the planning process by using a whole community approach, managing any public engagement process needed to provide the needed planning inputs or feedback.
Provide leadership in supporting resilience across the diverse communities of Minneapolis, and with a focus on ensuring support in an emergency for the City’s most vulnerable populations.
Evaluate and update as needed the Public Health Annex of the City’s Emergency Preparedness Plan and MHD Emergency Operation Plan and ensure that both are coordinated with the County-wide public health emergency response plan and the Regional All Hazards Plan.
Anticipate and plan topics for inclusion and additions to City Emergency Plan Annexes which have implications related to public health, including but not limited to Family Assistance/Reunification Centers and shelters.
Serve as a liaison to other City departments, Hennepin County, state, other local units of government, health service providers, community groups, and the public on the City’s role in a county-wide public health emergency response plan; establish and maintain effective working relationships.
Work with other regional and City department staff to identify potential hazards (natural, man-made, technological), assess probability and evaluate, assess and monitor the vulnerability of people, property, operations, and the environment.
Develop potential prevention and mitigation plans and strategies to address issues.
Research and share findings of the impact of decisions, strategies and reports relating to emergencies and public health emergency response.
Assist with development and implementation of plans covering emergency operations across the enterprise, including the Strategic Plan, Threat and Hazard Identification and Risk Analysis (THIRA); Business Impact Analysis (BIA); Resource Needs Assessment; Prevention Plan, Mitigation Plan; Crisis Management Plan, Emergency Operations Plan; and Continuity of Operations Plan as they relate to public health priorities and duties.
Identify and ensure training, drills, and exercise of the workforce needed to respond to various events and maintain systems to activate them.
Coordinate planning for the training, drills, exercise and use of identified City staff in responding to a public health emergency affecting the City, or in assisting other jurisdictions through mutual aid arrangements.
Provide initial training, exercise, drills, and periodic review.
Coordinate planning, drills, training, exercise, and equipping of MHD leadership and staff to assume command and leadership roles as part of an Incident Management Team (IMT) as needed in an emergency – both for a public health emergency as incident command and non-public health emergency as part of the Public Health/Medical branch.
Coordinate training and exercise of City staff, in the plans, tools and resources for public health emergencies.
Develop and maintain a health department staff required N-95 Mask Fit Testing and training and exercise plan.
Monitor compliance.
Represent the city of Minneapolis at various forums, public hearing, meetings, task forces, legislative bodies, etc.
Communicate with and present to department staff, elected officials, emergency management professionals, department and agency leaders and the general public, verbally and in writing.
Monitor external threats and hazards, provide advice to staff, appointed and elected officials as to appropriate pre-response and response actions as required.
In coordination with City, County, regional, and state agencies ensure the development, implementation and evaluation of a plan for communicating information on health implications/risks and directions in the event of an incident which has public health implications.
Ensure plans include information for public response to the event.
In coordination with City departments, Hennepin County, and MDH, ensure the development, implementation, and evaluation of information on health implications/risks and directions in the event of a biological, chemical or radiological incident.
Ensure members of the public have adequate information to act in respond to events through the provision of: Pre-event community education on public health emergency preparedness through public forums and other methods, and development of information on public response in the event of a terrorist incident; Event specific information and directions; and, Post-event and recovery information on health risks and other areas of concern to communities.
Work with City departments, and community organizations to develop communication systems for the rapid and effective dissemination of culturally appropriate public health messages to limited English and other vulnerable populations.
As a 24/7 On Call responder, provide leadership and technical support to the health department leaders to enable successful implementation of the department’s first responder role in emergencies.
Assist in and help coordinate the City’s response to an emergency or other response activity as needed and requested.
Support regional, state and national response and recovery efforts through mutual aid, emergency management assistance compact (EMAC), incident management teams and similar regional, state or federal organizations and facilitate deployment of assets with such organization as warranted and as department resources allow.
Provide for efficient performance during a declared emergency, leading, directing and coordinating activities in area of responsibility for emergency relief, coordination with federal, state, county and local jurisdictions relative to emergency preparedness and management activities, and to assure implementation of assigned elements of federal and state emergency preparedness and management program requirements.
Respond to queries, requests and concerns from the Mayor, City Council members and other staff and external elected officials, appointed officials and stakeholders.
Ensure development of a plan to protect “mission critical personnel”, and as needed coordinate the prompt dispensing of Personal Protective Equipment (PPE) and/or immunization/prophylaxis of these City staff.
During emergency response operations, serve as command or general staff for the public health response operations and lead, direct and supervise assigned staff (standard subordinate components, e.g., branches, divisions, groups, and technical specialists as defined under the National Incident Management System, coordinate development, distribution, communication, implementation and assessment of incident coordination plan.
For emergencies where public is not the lead, provide resource and guidance to represent public health and medical at the City Emergency Operations Center.
Work to ensure that measures are taken to maximize the number of City staff available for response in emergencies.
Work to synchronize the activities of all relevant stakeholders to achieve a common purpose in response.
Develop, maintain, test, and participate with department head and directors in a MHD system for on-call 24/7 alert and response capability in conjunction with other City departments and Hennepin County.
Ensure that public health EP staff members have communication technology to maintain system.
Determine number and schedule of persons that could be available to respond to an incident, ensure adequate “just in time” training, and ensure the safety of City staff through immunizations, prophylaxis, or other appropriate protective measures.
In coordination with others, test and exercise components of the public health emergency preparedness plan and other City plans.
Conduct program reviews and evaluations, corrective action planning and implement continuous improvement strategies.
Supervise one or more (contingent upon funding) preparedness planning and response staff, including the recruitment, hiring, training, supervision, and evaluation of Health Specialists/Emergency Preparedness I, II, and III level positions.
Manage preparedness deliverables and programs by ensuring and communicating work assignments, monitoring employee performance, providing training and development and resolving employment issues and making staffing decisions.
Assure maintenance, inventory, and updating of supplies, equipment, and assets needed for emergency response.
Cultivate and maintain relationships with City emergency and public safety response leadership.
Coordinate communication and collaboration between departments.
Represent MHD on local, regional, state, and national committees and planning sessions for public safety grants and other emergency preparedness issues as needed.
Manage City’s public health emergency preparedness grants with Minnesota Department of Health and others.
Ensure compliance with all contract requirements.
Prepare various statistical and narrative reports as needed and all reports to MDH as required by the grant.
Develop, negotiate, obtain approval, and manage any contracts with Hennepin County, external consultants, and other organizations to carryout policies and/or procedures of the Disease Prevention and Control, the Emergency Planning and Response Plans.
Other related duties as assigned.
