About The Position

The Pima County Health Department is seeking an innovative and collaborative Program Manager II to lead the expansion of its Community Health Worker Program and help shape the future of community-based public health services. This exciting opportunity will bring together Community Health Workers, Health Navigators, and other community-based professionals under a coordinated management structure, creating a stronger, more connected workforce. The Program Manager II will provide strategic leadership for a large, multidisciplinary team operating within a matrix organizational structure, while building systems that strengthen collaboration across programs, respond effectively to evolving community needs, and create sustainable infrastructure for delivering impactful services. This is an opportunity to build something new, develop people and programs, and make a meaningful, lasting impact on the health of the Pima County community. This is a grant-funded position ending November 2027.

Requirements

Bachelor’s Degree from an accredited college or university with a major in healthcare administration, public health, public or business administration or a related field as determined by the department head at the time of recruitment AND four years of related experience managing public health programs, clinics and/or community-based initiatives INCLUDING two years of direct supervisory experience.
Relevant experience and/or education from an accredited college or university may be substituted.
OR: Three years of experience with Pima County as a Public Health Program Manager, Public Health Nursing Manager or other related management or supervisor level job classification as determined by the department head at the time of recruitment.
Qualifying education and experience must be clearly documented in the "Education" and "Work Experience" sections of the application.
Valid driver license is required at time of application.
Valid AZ driver license is required at time of appointment.
The successful applicant will be subject to a 39-month DOT Motor Vehicle Record review to determine applicant’s suitability to operate county vehicles in accordance with Pima County administrative procedures.
Failure to obtain and maintain the required licenses and certifications shall be grounds for termination.
Any offer of employment resulting from this recruitment is contingent upon Fleet Services’ review and approval of the candidate’s driving record.
The County requires pre-employment background checks.
Successful candidates will receive a post-offer, pre-employment background screening to include verification of work history, education, and criminal conviction history.
This position will require post-job offer proof of immunization(s) or immunization(s) and/or a TB screening.

Experience managing large, multidisciplinary teams and/or programs within a matrix or cross-functional organizational structure.
Experience developing, implementing, or expanding community-based public health programs, including workforce development, training, and professional development.
Experience building and sustaining partnerships across healthcare organizations, public health programs, community organizations, and other stakeholders to address community health needs.
Experience using data, quality improvement strategies, and program evaluation to identify priorities, measure outcomes, and improve services.

Responsibilities

Provides strategic leadership in the design, development, and execution of public health programs and initiatives.
Shapes program strategies based on comprehensive needs assessments, research findings, and public health best practices.
Collaborates with Senior Leadership to align programs with organization goals and priorities.
Leads cross-functional teams in planning and executing public health programs, ensuring they are on time and within budget.
Ensures the effective execution of program activities, including resource allocation and staff coordination.
Monitors and oversees program manager performance with expenditures, financial performance, grant compliance, and ensures efficient resource allocation.
Identifies and secures grant funding to support program sustainability and expansion.
Fosters a collaborative and inclusive work environment that encourages innovation and teamwork.
Collaborates with partners to leverage resources, expertise, and funding opportunities.
Engages with the community to gather input, assess needs, and gain support for program initiatives.
