This position is within the Department of Health and Human Services. The role involves updating and developing the comprehensive "all-hazards" public health emergency response plan for the department. The coordinator will participate in municipal emergency planning committees, develop plans for coordinating local responses to health threats, and participate in disaster exercises. Responsibilities include assisting in the coordination of public health services such as surveys and epidemiological studies, and planning/implementing preparedness activities focused on the Fifteen Public Health Emergency Preparedness and Response Capabilities for the City of Hartford. The position reports to the Director of Health and is responsible for a full range of preparedness activities including plan development, training, communications, drills, and volunteer coordination to prepare the city for public health emergencies. The role involves collaboration with the Hartford's Fire Chief (Director of Emergency Management), other city departments (DDS, DPW, DCFY), and other local/district health departments, regions, or the state. Assistance will be provided in preparing and administering surveys and educational materials, and participation in epidemiological studies. The coordinator will be responsible for the implementation of mass vaccinations and the point of dispensation (POD) of drugs when necessary. This role includes recruiting lay and medical volunteers for local and regional responses, and organizing/providing training for various response roles. The position requires attending state and federal bioterrorism preparedness, natural disaster, wartime, or technological emergency response planning meetings and trainings, and preparing contract deliverables and other reports. This is a grant-funded position, renewable per term of contract, and the City of Hartford is not obligated to fund it upon termination of funding. This is a CHPEA union position with 40 hours of work per week. Work may be performed in emergency situations, requiring the ability to multi-task and respond promptly, professionally, and accurately.
