About The Position

Under general supervision, provides highly experienced professional nursing care and consultation services emphasizing disease prevention, early detection and referrals for individuals, groups, schools and community agencies within an assigned geographic district or program unit. Promotes the health of individuals, families and communities through teaching, counseling and appropriate preventive, therapeutic and rehabilitative techniques. Assesses health needs, performs immunizations and follow up investigations and coordinates activities with other health professionals. Provides leadership and consultation to lower-level Public Health Nurses and actively participates in development of performance standards for nursing care. Participates in health-related community activities within assigned area or program emphasis.

Requirements

  • Be licensed by the Michigan Board of Nursing to practice as a registered professional nurse in the State of Michigan.
  • Possess a Bachelor's Degree in Nursing from an accredited college or university.
  • Have had at least two (2) years of full‑time increasingly responsible public health or community nursing work experience under professional nursing supervision.
  • Possess a valid motor vehicle operator’s or chauffeur’s license.
  • Maintain a valid motor vehicle operator's or chauffeur's license.
  • Submit to immunizations as required by the Health Division and to periodic tuberculin skin tests or chest X‑rays at County expense.
  • Maintain registration with the State of Michigan Board of Nursing.
  • Candidates for positions assigned to Children’s Village will be required to provide documentation from the Michigan Department of Human Services that they have not been named in a central registry case as the perpetrator of child abuse or child neglect.
  • Applicants being considered for hire will be asked to sign a form authorizing a criminal history check in accordance with the privacy act of 1974.
  • Applicants for positions assigned at Children’s Village will not be considered if they have been convicted of either of the following: Child Abuse or Neglect.
  • Applicants for positions assigned at Children’s Village will not be considered if they have been convicted of a felony involving harm or threatened harm to an individual within the 10 years immediately preceding the date of hire.

Nice To Haves

  • A Master's Degree in Nursing, Public Health, Public Administration or closely related field from an accredited college or university may be substituted for one (1) year of the public health nursing experience.

  • Current Children’s Village Registered Nurse positions have twenty-four (24) months to obtain a Bachelor of Science in Nursing (BSN) degree. Additional extension of time to earn the BSN degree can be given at the discretion of the Director of Health and Human Services.

Responsibilities

  • Provides highly experienced nursing care services to clinic population, schools, nurseries and day care centers such as immunizations, child health conferences, the identification, reporting and control of communicable diseases, health education, nutrition and counseling.
  • Performs follow‑up of health problems detected by physicians, hospitals and clinics.
  • Acts as a resource for teachers, students and parents in health-related problems.
  • Assists schools, nurseries and day care centers in establishing first aid systems and health safety procedures.
  • Works with administrators, educators and physicians in assessing health and immunization needs and activities to meet these needs.
  • Makes appropriate referrals to Health Division programs or outside health care agencies.
  • Provides highly experienced nursing care and consultation services to County residents utilizing clinical services or in assigned geographical area through home visits to individuals or families.
  • Teaches, instructs and demonstrates preventive, restorative and supportive health education to individuals referred from hospitals, clinics and community agencies.
  • Provides nursing services at various outreach clinics, community centers or Health Division clinics, such as assessing health needs of infants and children through child health conferences, giving immunizations to children through Project Head Start or Medicaid clinics.
  • Performs counseling and referrals for individuals who call or visit Health Division clinics.
  • Provides screening and diagnostic services to the adult population through programs dealing with tuberculosis, venereal disease, breast cancer and hypertension.
  • Works with schools, community health care and social services agencies in planning, developing and coordinating health education activities to ensure continuity of patient care, planning and exchange of information.
  • Participates in planning committees to provide Health Division program input.
  • Works with State Health Department representatives to communicate community input for statewide planning.
  • Teaches classes for children and adults such as hypertension, expectant parent, teen mothers, diabetics, and restorative nursing for the aging.
  • Develops educational materials, instructs, counsels and acts as a resource for individuals, groups and Public Health Nurses.
  • Assists Public Health Nursing Supervisors with orientation and training of new Public Health Nurses and acts as a resource on communicable disease, pediatrics, patient conflicts, venereal disease and chronic illnesses.
  • Acts as program facilitator for special programs such as Flu Vaccine and Communicable Disease Outbreaks.
  • Assumes responsibility for directing assigned outreach clinics and inhouse clinics where experienced public health nursing skills can be applied.
  • Acts as a liaison with school district administration, health care agencies, hospitals and volunteers in developing policies and procedures for comprehensive health treatment.
  • Acts as a resource for these agencies and as a representative of the Oakland County Health Division to these agencies in terms of nursing and health activities.
  • Works with health care and medical professionals in diagnosis of disease/health conditions and treatment alternatives.
  • Meets with supervisors to plan, coordinate and evaluate nursing care activities and to assess individual client needs.
  • Discusses policies, procedures and provides information to supervisors for evaluation of nursing service.
  • Provides leadership on assigned Health Division agency task force to assist in assessment of community health needs.
  • Performs record keeping activities related to clinical services, schools and home visits.
  • Codes agency information for computer input of client services, documents work activities and plans schedule of clinical services and schools and home visits.
  • Develops performance standards for professional skills building.
  • Completes an admission health assessment on clients, including obtaining blood and urine samples, and preparing patients as needed for physical examinations performed by the onsite medical providers.
  • Maintains a health care record for patients who have been seen by an assigned medical provider such as a physician, physician assistant and/or nurse practitioner.
  • Ensures records include information such as medications and treatments given, reactions, tests, and other pertinent data.
  • Administers prescribed medications, immunizations and therapeutic treatments as ordered by the medical provider, observing, and referring significant reactions to treatments, may include distribution in housing areas.
  • Maintains an inventory of supplies and medications and orders when necessary, according to procedures.
  • Responds to and assesses emergency situations involving children and administers first aid as necessary.
  • Transcribes to medical files and computer medical and pharmaceutical orders written or verbalized by physician.
  • Delivers all level of nursing and health care to patients using the nursing process.
  • May schedule and prepare patients for physical examinations to be performed by the attending physician.
  • Utilizes current Countywide and/or department specific software to complete assignments.
  • Assists supervisors with scheduling of clinics for nursing care services.
  • Participates actively in in‑service education committees for public health nursing professionals.
